World Veterinary Day-Erbil- كوردستان

Saturday, April 30, 2011 is World Veterinary Day, which would be a great day to honour veterinarians. This year, veterinary organizations around the world are celebrating the 250th anniversary of the veterinary profession through a year-long public awareness campaign called 'Vet 2011'. The goal of the Vet 2011 campaign is to draw attention to the fact that modern veterinarians are not only animal doctors and animal welfare advocates, but also key public health stakeholders. Most people think of veterinarians as being the doctors for pets and farm animals, but veterinarians also have a crucial role in promoting food security by supervising animal production hygiene, controlling zoonotic diseases, monitoring food quality and safety, contributing to biomedical research, and protecting the environment and biodiversity.
Erbil, Kurdistan’s capitol city, along with other cities throughout the world, today celebrated the World’s Veterinary Day, marking the 250th anniversary of the founding of the veterinary profession. Over 200 people attended the evening celebration and meal that was held in the Hotel Khanzad which is located on a hilltop on the outskirts of the city. There was entertainment in the form of Kurdish music and dancing and the event was covered by the media.
 Those present included the Minister of Agriculture, the Minister of Municipalia, the Mayor of Erbil and most of Erbil’s diplomatic corps. The Directors of the Veterinary Services in the four governorates were present together with the Deans and staff of Kurdistan’s two veterinary schools and a large number of senior veterinarians and family members. Iraqi Kurdistan has over 800 qualified veterinarians.During the evening’s celebration, awards were presented to seven Kurdish veterinarians to mark their achievements in different areas of professional work. A separate award was given posthumously to Dr Qarani Doughramachi. , Vice President of the Iraqi Veterinary Syndicate, who was hung by Saddam Hussein in the late 1970’s. Dr. Doughramachi’s son was present to collect his father’s award

الزراعه في العراق وكوردستان-الجزء الرابع

د.الطريق الى الامام
ان الوضع الحالي للقطاع الزراعي في العراق وكوردستان ضعيف جداً ويجب اتخاذ الاجراءات الفورية اللازمة للنهوض بهذا القطاع الحيوي واصلاحه. ان القطاع الزراعي لاي بلد في العالم يشكل القاعدة الاساسية للوصول الى تحقيق الامن الغذائي كما يوفر عمل لقطاع كبير من السكان. اذ فرص العمل المتاحة ستكون ليست مقصورة على العمل الزراعي.  انه من الضروري جداً العمل على توفير الحماية للقطاع  الزراعي وكذلك حماية مصادر المياه والاراضي الزراعية للبلد بهدف زيادة مستويات الانتاج للسلع الغذائية الاساسية.

لقد حصلت على نسخة من الخطة الاستراتيجية التي وضعتها منظمة الاغذيه والزراعة الدولية (FAO  ) للنهوض بالواقع الزراعي العراقي من وضع الطوارىء الى وضع النمو والتطور. ان خطة منظمة الغذاء والزراعة الدولية هي خطة متوسطة المدى لمساعدة العراق. ان كوني موظفاً سابقا في منظمة الغذاء والزراعة الدولية وقد شاركت في العديد من الخطط وكنت في الواقع رئيس الفريق المكلف باعداد هكذا خطه للنهوض بواقع الصومال مابعد الحرب الاهلية فيها(1994). من خلال تجربتي الشخصية ان مثل هذه الخطط قابلة للتطبيق في دول العالم الثالث الفقيرة التي لاتمتلك الموارد المالية او الكوادر الفنية التي تدعم مثل هذه الخطط. ولكن هذا هو ليس الواقع الحال في العراق الذي يملك الموارد المالية والكوادر الفنية اللازمة للنهوض بعملية التطور. وفي الواقع يصح القول بان في محافظة عراقية واحدة يمكن العثور على كل الفنين المتخصصين في كافة جو انب العملية الزراعية بعدد يوازي عددهم في جميع اقطار مجلس التعاون الخليجي.



 ان منظمة الغذاء والزراعة الدولية" الفاو" تطلب دفع ما مقداره 13.5% كتكاليف ادارية عند ظهور كلمة تطوير(Development ) في خطة اي تقدمها (ان مثل هذه الاستقطاعات يتم اخفائها عن الدول ذات العلاقة).
لاجل تطبيق وتنفيذ مثل هذه الخطط  تحتاج الى فنين غالبية اللذين يتم استخدامهم من قبل منظمة الغذاء والزراعة الدولية ياتون من دول العالم الثالث  الفقيرة لان مثل هذا العمل يعني لهم تحسين مستوى معيشتهم وان العديد منهم يتم توظيفهم من خلال العلاقات الشخصية او من خلال علاقات القربى التي تربطهم بالموظفين السابقين ومثال على نوعية الموظفين هو ماجرى في العراق في عام 1991 ما بعد حرب الخليج الاولى.عندما تراس منظمات الامم المتحدة الثمانية العاملة في العراق سودانين من منطقة النوبة وان زهاء 95% من مجموع الموظفين الاممين كانوا من السودانين او الصوماليين, حيث كانوا يسيئون للكادر المحلي ويقومون باعمال منافيه لاعمالهم يكلفون بها من قبل اداري قسم المنظمات الدوليه في وزارة الخارجيه انذاك. هناك امثله كثيره لفساد  الفاو في كوردستان وقد اخبرت انا شخصيا رئاسة المنظمه بهذه التجاوزات ولكن رد المنظمه كان بارسل موظف مصري والحامل للجنسيه الكنديه للتحقيق "في المخالفات المزعومه في كوردستان" مع صديقه السوداني  السيد امير خليل والذي كان يراس المنظمه في بغداد.
بينما في المملكة العربية السعودية الواقعة الى الجنوب من العراق  ، كان "2007" و اعتٌقد مازال  ممثل الفاو  في الرياض من المغرب وان16  من مشاريع هذه المنظمه في السعودية كان يترأسها مختصون من شمال افريقيا. ان مثل هذا الموقف لم يعد مقبولا في العراق الذي يملك الكوادر الفنية القادرة على تنفيذ مثل هذه الخطط  والمشاريع التنمويه.
    لازالت منظمة الغذاء والزراعة الدولية تعتبر العراق ليس في موضع اولوية فورية ولكن هم يعلمون بالمبلغ الكبير المخصص للعراق من خلال هذه الصفقة (زهاء 95 مليون دولار وهو يعادل ثلث التخصيصات المالية السنوية للمنظمة )، وبذلك يكون المبدأ الذي بني عليه التقريرخاطىء. كذلك يتطلب الامر طرح سؤلاً مهماً وهو لماذا ذهب العراقيون الى الاردن للتوقيع على وثيقة الاتفاقية ولماذا تم تكليف موظف ذو موقع بسيط في المنظمة (ممثل محلي اردني للمنظمة في الاردن ) للتوقيع على هكذا وثيقة مقابل وزير عراقي واحد واربعه مدراء عامين. انا لم اسمع بهكذا موقف طيلة مدة خدمتي في المنظمة والتي بلغت زهاء ربع قرن. كذلك تجدر الاشارة انه لم تتم الاشارة الى حكومة اقليم كوردستان  KRGضمن الجهات المستفيدة المذكورة في مقدمة الوثيقة  ممايشير بوضوح الى ان جميع الشؤون يتم التحكم بها من قبل الحكومة المركزية .
       لقد حصلت على وثيقتين باللغة العربية، عنوان الاولى هو التحديات التي تواجه القطاع الزراعي في العراق والاخرى كان عنوانها ماذا تم تحقيقه من قبل وزارة الزراعة للفترة من عام( 2006-2009). ان الوثيقة الاولى تحوي على الكثير من الامنيات الحالمة. بينما تحوي الوثيقة الثانية على 63 فعالية  تشمل جميع جوانب القطاع الزراعي. التي يتطلب الامر التدقيق فيها لاجل التوصل الى حقيقة واقع الحال من ناحية الاكتفاء الذاتي. ان ماموجود على الورق يجعل الامر يبدو جيداً، ولكن السؤال الذي يطرح نفسه هنا :هل ان مخرجات هذه الفعاليات هي فعليا مستدامة، كما انه  ليس هناك اي اشارة  الى اقليم كردستان اطلاقاً في اي من هذه الوثائق.
انا اقترح ان يتم اخذ 4 من هذه الفعاليات عشوائياً ودراسة ما يخص كلفتها، ومدى استدامتها والفوائد المتوقعة منها على المدى الطويل.

Second analytical report of rain in Kurdistan. الامطار في كوردستان

Each week the Ministry of Transportation kindly sends to me the precipitation records from its 69 weather monitoring stations across Kurdistan. As a result I have been able to compare the rainfall for the 6 month period from 11th October 2010 to 23rd April 2011 to that recorded over the same period the previous year (i.e. 11th October 2009 to 23rd April 2010). Comparing the rainfall in the four governorates reveals the following:

·       Dohuk:       For the 6 month period 2009 -2010 the 20 stations in Dohuk governorate recorded an average rainfall of 691.8 mm compared to 573.4mm in the same period for 2010-2011.  The rainfall this season has been 118.3 mm less, i.e. a 17.1 % reduction.

·       Erbil:           Over the 6 months period 2009-2010 the average rainfall recorded by the 23 stations in this governorate was 518.4mm compared to 415.7 mm recorded in the last 6 months. This is a drop of 102.76 mm or 19.8%.

·       Suliemaniah:         The average rainfall recorded by the 19 stations in the governorate was 769.99mm in 2009-2010 and 422.2mm over the 6 months, 2010-2011. This is a drop of 345.78 mm or 44.9%.

·       Garmyan:    The 7 stations in this governorate recorded an average of 420.5mm rainfall in the 6 months of 2009-2010 while in the last 6 months the average was 241.4mm. This is a drop of 179 mm or 42.56% reduction.

Comparing the data collected over all four governorates one can see that the rainfall over the last 6 months is 31.09% less than that of the same 6 month season in 2009-2010.

Small Ruminants (sheep and Goats) and its Role in the Food Security of the Region


From the early 1970s to the mid 1990s, the increase in meat consumption in the developing countries was almost three times that in the developed countries. While people in developed countries continued to obtain an average of 27 percent of their calories and 56 percent of their protein requirement from animal food products the respective averages in developing countries were 11 and 26 percent. Production of animal food products increased most rapidly in those countries where consumption was also increasing and the total meat production in developing countries grew by 5.4 percent per year between the early 1980s and mid-1990s. This is more than five times the rate seen in the developed world and, without a doubt; we are heading for a Livestock Revolution as reported by IFPRI and FAO. (Livestock to 2020, the Next Food Revolution). With the exception of a few countries, per capita production kept up with population increases in most developing regions, however this was not the case in our region.

Animal Production in the Near East, (Middle East and North Africa) is coming under extreme pressure and it cannot cope with local demands. Its ability to provide sufficient animal protein is diminishing and this is due to many factors including:
·       A constantly increasing population
·       Reduction of traditional pasture lands
·       Recurrent drought in the Region
·       Religious festivals (The Eid of Sacrifice and the month of Ramadan
·       The frequent outbreaks of transboundary animal diseases TAD’s.
Remedying the first four factors, and indeed others, falls to a certain extent within the duties of the individual states, but the last factor is without doubt a regional problem and involves neighbouring states. It is a moral duty and an obligation of the states involved to work together to control, and prevent, these situations. 
The natural resources for agriculture in the Near East are limited due to the factors mentioned above. Except in Sudan and Turkey there are very limited land reserves remaining for horizontal expansion in arable agriculture. Yield increase and increased cropping intensity are the only avenues still open but the fact that 66 percent of the agriculturally suitable areas are permanent pastures indicates a reasonable potential for livestock production, when compared to crop production in the region. In addition, most of the land classified as waste and barren (other land), which is about 57 percent of the total land area, is classified as rangeland and provides significant feed resources to the nomadic and transhumant livestock populations.
The livestock sector, in particular sheep and goats, plays an important role in the national economy of most countries in the Near East Region. The percentage of the Gross National Product (GNP) generated from agriculture in the high-income countries of the Region varies from 1.0 to 4.0 percent and in the low-income countries it varies from 23 to 55 percent (as in the case of Somalia). Based on FAO projections, about 30 percent of the gross value of agricultural output of the countries of the Region was provided from livestock production in the year 2005.
Livestock products make an important contribution to the diet of both the rural and the fast growing urban populations in the region. The average protein content of the diet here is higher than that found in Sub-Saharan Africa, or the diets of the Far East, with meat and milk forming a substantial component.  However, these relatively high levels of consumption are supported by substantial imports, legally and illegally, of animals and their meat from outside the region and, in particular, the large imports of small ruminants for the major Muslim festivals (Eids).
          Over the last 3 to 4 decades the Region has seen a major growth in the poultry industry as poultry meat and eggs played a valuable role in the provision of protein for the human populations. The poultry industry has grown at a rate of 10% per annum in some countries within the Region and poultry meat can form up to 40% of a country’s meat production. However the arrival of avian influenza HPAI within the Region has had a severe impact on the poultry industry in the affected countries, and indeed in all countries of the region. The result of avian influenza has been a drop in meat and egg production coupled with an increase in the cost of the products. Public concern over the safety of poultry products has resulted in an increased demand for red meats and the prices of these commodities have risen in turn.
The combined effect of the reduction in available poultry meat and the increased demand for reds meat leads to a further increase in both the legal and illegal trade of live animals and animal products between the countries of the Region and others. This in turn increases the threat of transboundary animal diseases spreading or being introduced.
In this situation increasing the production of safe red meat within the Region is once more a major priority and the obvious sources of red meat are the indigenous small ruminants the region.
The versatility of the goat as an animal which can survive on poor pastures and provide a source of meat, milk and cheese makes it the natural choice in our endeavours to meet the Region’s protein requirements The goat, the animal which we have ignored in this Region for a long time, may now play a major role in the Food Security of the Region

مشكلة استيراد اللحوم الهنديه في مصر

قرر المستشار أحمد إدريس، مستشار التحقيق المنتدب من وزير العدل لمباشرة التحقيقات في وقائع الفساد داخل قطاعات وزارة الزراعة، تكليف هيئة الرقابة الإدارية بإجراء تحريات موسعة في شأن البلاغ المقدم إليه بشأن إدخال لحوم هندية غير صالحة للاستخدام الآدمي إلى البلاد، بالمخالفة للقرارات الوزارية والتعليمات الصادرة بهذا الشأن، على نحو أدى إلى الإضرار العمدي بالصحة العامة.

كان مقدم البلاغ قد ألقى بالمسئولية على كل من أمين أباظة وزير الزراعة الأسبق، والدكتور حاتم الجبلي وزير الصحة الأسبق، ورشيد محمد رشيد وزير التجارة والصناعة الأسبق، وعلاء رضوان رئيس رابطة المستوردين، وحامد سماحة رئيس هيئة الخدمات البيطرية السابق، ومحمد الجارحي رئيس هيئة الخدمات البيطرية الحالي.
وأوضحت التحقيقات أن 26 مستوردا للحوم كانوا قد تقدموا بتظلم لرئيس الأمانة الفنية للجنة التظلمات، للإفراج عن شحنات كبيرة من اللحوم الهندية، التي كان قد سبق رفض إدخالها للبلاد، وجاء الرفض في ضوء ما أفادت به المعامل المركزية لوزارة الصحة والسكان من أن اللجنة العليا لسلامة الغذاء قد أوصت بحظر استيراد اللحوم من الهند وأخطرت الهيئة العامة للخدمات البيطرية بذلك، وطلب مجلس الوزراء منذ عام 1998 وقف إعطاء أي موافقات لاستيراد اللحوم من الهند.
وأشارت التحقيقات إلى أن الموافقات تمت على إدخال 23 شحنة لحوم هندية للبلاد، في ضوء قرار بذلك من لجنة فحص تظلمات غير مختصة تابعة لوزارة التجارة والصناعة، تم تشكيلها من مندوبين عن كل من الرقابة العامة على الصادرات والواردات، ومندوب عن الهيئة العامة لوزارة الزراعة ومندوب عن رابطة مستوردي اللحوم.
وذكرت التحقيقات أن تشكيل تلك اللجنة جاء مخالفا للمادة 23 من قانون الزراعة الذي ينص على انه إذا ضبطت لحوم مذبوحة بالمخالفة لأحكام قانون الزراعة، يتم إعدامها إذا كانت غير صالحة للاستهلاك الآدمي أو بيعها إذا كانت صالحة وذلك بمعرفة لجنة تشكل من المفتش البيطري المختص ورئيس الشرطة التابعة لجهة الضبط أو من ينوب عنه، ويودع الثمن في أقرب خزينة لحساب الهيئة العامة للخدمات البيطرية.
وأكدت التحقيقات أن أحد الأسباب الرئيسية لرفض شحنات اللحوم الهندية أن منظمة الغذاء العالمية كانت قد أشارت إلى أن دولة الهند موبوءة عالميا طبقا لتقارير الجهات الدولية المختصة باستيراد اللحوم، والتي أوصت بعدم استيراد لحوم من الهند لأن بها حصيلات السركوسيستية التي تسبب أضرارا للإنسان وغير صالحة للاستهلاك الآدمي.
وأوضح البلاغ المقدم في هذا الشأن أن هناك أحكاما قضائية سبق إصدارها أكدت أن اللحوم الهندية غير مطابقة للمواصفات، مطالبا بالتحقيق مع كل من له يد في إدخالها إلى مصر.
وأشارت التحقيقات إلى أن أمين أباظة بصفته وزيرا للزراعة لم يستخدم سلطاته في منع دخول تلك اللحوم إلى البلاد، وأن رشيد محمد رشيد وزير التجارة والصناعة الأسبق لم يتبع تنفيذ قرار حظر استيراد اللحوم الهندية على غرار ما قام به سابقه أحمد الجويلي عندما كان وزيرا للتموين، إلى جانب أن حاتم الجبلي وزير الصحة الاسبق ترك أمر تنفيذ القانون بشأن استيراد اللحوم لأصحاب النفوس الضعيفة ودون أن يباشر الاشراف الحقيقي عليهم.

[On 29 Dec 2010, ProMED-mail published information from a reliable source on suspected FMD cases in cattle in Iraq. This was followed, several weeks later, by a submission from a senior agriculture adviser to the Kurdistan Regional Government (KRG), Erbil-Iraq, encouraging
Iraq and other countries of the region to submit samples and to "have a good reporting and recording system, be fully transparent, and use all facilities available to us." In a commentary, ProMED-mail joinedthe expectation for "samples from Iraq, either already available or to be derived soon from adequate animals, to be submitted to the WRLFMD for identification, serotyping and genotyping. This is particularly important to exclude exotic strains."
 It is indeed encouraging to note that 17 samples have been submitted in April from Iraq to the WRLFMD. According to WRLFMD data, the FMDV-O strain which has been recently identified in Bulgaria (ANT-10 sub-lineage of the PanAsia-2 lineage), has been spreading in the region, including Afghanistan, Iran, Pakistan and Turkey. A recent single outbreak in Israel was also caused by the same strain

Since Iraq borders both Iran and Turkey, it may be assumed that regional virus strains may be circulating within its borders. Their serotyping and genotyping results are anticipated with interest. -

الزراعه في العراق وكوردستان-الجزء الثالث

ج. مستقبل مصادر الغذاء
منذ اذار 2008 بدات اسعار السلع الغذائية بالتزايد بمقدار160% وربما تم امتصاص هذه الزيادة من قبل البلدان المتطورة او تلك التي تمتلك البترول ولكن سببت هذه الزيادة صدمة قوية للبلدان النامية في بقية انحاء العالم. وسيتم ملاحظة  هذه الزيادة في الاسعار بشكل خاص في قطاع الحبوب واللحوم ومايتبعهما من قطاعات اخرى تدخل في انتاج هاتين السلعتين الغذائيتين. ان انتاج الوقود الحيوي قد تسببت في تضخم اسعار الحبوب في الولايات المتحدة، التي تنتج زهاء 60% من اجمالي انتاج الذرة الصفراء العالمي. ان الولايات المتحدة قد حولت 25% من انتاجها للذرة الصفراء لاغراض انتاج الوقود الحيوي، قبل حوالي عامين، صرح وزير الزراعة الروسي وكان في حينه يناقش مع استراليا مسالة تكوين مجموعة مشابه لمنظمة الاوبك OPEC وكانت للاقطار المنتجة للقمح التي تشمل روسيا، اوكرانيا وكازاخستان  تسيطرعلى زهاء 20% من مجموع الصادرات العالمية لهذا المحصول واذا اضفنا الولايات المتحدة الى الدول انفة الذكر، فان الدول الار بعة ستسيطر على62% من اجمالي الانتاج العالمي من الحبوب. نحن على علم بان منظمة الاوبك تتحكم باسعار البترول في السوق العالمي وفي ضوء ذلك يمكن التوقع بما سيحدث بالنسبة لمستقبل اسعار الحبوب، وخاصة في العديد من الدول التي تنتج كميات متواضعة من الحبوب قد توقفت عن تصدير انتاجها.

فضلاً عن ذلك  فان الصين التي تستهلك اللحوم البيضاء بالدرجة الرئيسية اي لحوم الدجاج والخنازير التي يتم إنتاجها اعتماداً على اعلاف يدخل في تركيبها الحبوب. وان الصين سيرتفع استهلاكها من اللحوم البيضاء من 16 مليون طن في عام 1983 الى85 مليون طن في عام202. ان كل كيلو غرام واحد من اللحوم يحتاج الى 3-5 كيلوغرام من الحبوب لانتاجه.
البروتين الحيواني:


حسب الوثيقة التي تحمل عنوان (الماشية والحيوانات الزراعية حتى عام2020) ان ثورة الغذاء التالية المنشورة في عام 1999 من قبل المعهد الدولي لابحاث الثروة الحيوانية ,منظمة الغذاء والزراعة الدولية والمعهد الدولي لابحاث السياسات الغذائيةIFPRI ، هناك ثورة ستحدث في انتاج واستهلاك البروتين الحيواني في الدول النامية ولكن لسوء الحظ ليست هذه هي الحالة في الشرق الاوسط ، العراق او كوردستان هنا نحن في مواجهة مشاكل عدة خاصة بالمنطقة وهي كما يلي:
**الجفاف:
يوجد مشكلة دائمة الحدوث منذ العهود القديمة وتمت الاشارة اليها في التوراة والانجيل والقران الكريم. ان الجفاف يؤثر في الثروة الحيوانية قبل اي شيء حيث تنفق او تباع  بسعر رخيص اذا استطاعت ان تتحمل الجفاف ولايتم تربية غيرها الى الموسم القادم للامطار.
**تزايد عدد السكان(النمو السكاني):
ان معدلات النمو السكاني في كوردستان تفوق معدلات النمو مقارنة باي من اقطار العالم النامي. وليس هناك اي تحديد للنسل هنا. ان الانسان البالغ يحتاج الى 70 غرام من البروتين/يوم لادامة وضعه الصحي وهذا يعني ان الفرد الواحد يجب ان يستهلك 230 غرام من لحم الابقار او 260 غرام من لحم الاغنام في اليوم الواحد للحصول على هذه الكمية من البروتين الحيواني وهذا يشير الى حاجة الفرد للحوم تساوي 83.7 كغم/سنويا. وهذا يعني ان سكان اقليم كوردستان البالغ عددهم 4.5 مليون نسمة سيحتاجون الى 376 مليون طن من لحوم الابقار سنوياً او مايعادلها من اللحوم الاخرى.
**تقلص مساحات المراعي الطبيعية:
يعاني الشرق الاوسط عموما من تقلص كبير في مساحات المراعي الطبيعية المتاحة. اما بسبب ظروف طبيعية او لظروف من صنع الانسان. ففي خلال العقود الاربعة الماضية فقد حوالي 50% من اجمالي مساحات المراعي المتاحة في منطقة الشرق الاوسط.
**النشاطات الدينية والاجتماعية:
يتم ذبح الحيوانات في اي مناسبة اجتماعية سواء كانت حالة وفاة، زواج، وجود ضيوف، فضلاً عن ذلك يتم ذبح ملايين الحيوانات في اليوم الاول من عيد الاضحى. كما ان هناك من المعلومات يشير الى ان في شهر رمضان يتزايد استهلاك اللحوم بمعدل ثلاث اضعاف. ان هذا التوجه له تاثير قاسي على انتاج مختلف انواع الحيوانات الزراعية.
**التجارة القانونيه وغير القانونيه عبر الحدود:
في ضوء خبرتي الشخصية ان الوضع الاقتصادي للاقطار المجاورة له تاثير كبير على تجارة الحيوانات الزراعية وانتقال الامراض العابره عبر الحدود. واول تجربة شاهدتها لهذه الحالة في افغانستان حيث كان يتم نقل الحيوانات الزراعية لبيعها في باكستان خلال ايام سيطرة طلبان اذ كان الريال الباكستاني اقوى من العملة الافغانية وحدث العكس بعد سقوط طالبان وتضاعفت  قيمة العملة الافغانية بين عشيه وضحاها.
لقد شاهدت قطعان من الجاموس البكستاني تعبر من هيرات في افغانستان الى ايران عندما كانت هناك حملة دولية كبيرة للتخلص من مرض الطاعون البقري   Reinderpestوالذي لازال بالامكان العثور على اصابات منه في قطعان متفرقة من الجاموس في باكستان.
قبل تسعة سنوات، في مدينة قم الايرانية استدعيت رسمياً لمشاهدة الحيوانات في السوق المحلي الحكومي حيث شاهدة عدة تجار مواشي كورد من السليمانية ومدن اخرى في كوردستان موجودين في السوق مع مواشيهم. وقد انعكست هذه الصورة الان اذ تبلغ قيمت الخروف في العراق حوالي 300000 الى400000 دينارعراقي. ان لهذا الموقف تاثير سلبي بالنسبة للسيطرة على الامراض الحيوانية العابره للحدود وكذلك مدى تاثيرها على الصحة العامة للبشر بواسطة الامراض المشتركه.
**الامراض العابره للحدود:
ان كوردستان اصبحت مفترق طرق لحركة الحيوانات الزراعية بسبب التاثير التراكمي للامراض الوافدة عبر الحدود. ان تزايد الطلب على اللحوم يسبب ضغطاً على السياسين والاداريين لتوفير ماهو مطلوب، والسياسيون بدورهم  يضغطون على المختصين لاغرض التساهل في فرض القيود على الاستيراد لسد الحاجة المحلية الى اللحوم وهذا بدوره يؤدي الى ارباك الوضع العام للصحة الحيوانية والسيطرة على الامراض الحيوانيه والمشتركه ويربك العملية الانتاجية برمتها في الوقت الحاضر، ان القلق الدولي حول انتشار الامراض مثل انفلونزا الخنازير او الطيور، له تاثير كبير على مدى وفرة اللحوم لاغراض التصدير.
هناك العديد من الدول التي توقفت عن تصدير اللحوم,اما بسبب حدوث ثورات مرضية فيها او بسبب القيود الدولية المفروضة. وقد تسبب ذلك كله في ارتفاع اسعار اللحوم بشكل كبير. لقد تم اختزال عدد الدول المصدرة للحوم بشكل كبير وبالتالي انعكس ذلك على وفرة اللحوم في السوق العالمية بشكل واضح. 
  في ضوء ماسبق ذكره اصبحت مسالة انشاء منظمة خاصة بتصدير اللحوم  OMECمشابه لمنظمة OPEC المختصة بالبترول واقعاً يجب التفكير به. (لقد قمت بنشر العديد من المقالات حول هذه الاحتمالية في عدة صحف ومجلات مصرية كما نشرتها على عدة مواقع عربية وعراقيه على شبكة الاتصالات(الانترنيت).

Kurdistan‘s rainfall this year is low الجفاف ,ووشكه سال

As information to anyone involved in agriculture and livestock production, the indications are that Kurdistan‘s rainfall this year is low and that the country will suffer from drought.


Each week the Ministry of Transportation kindly sends to me the precipitation records from its 69 weather monitoring stations across Kurdistan. As a result I have been able to compare the rainfall for the 6 month period from 11th October 2010 to 12th April 2011 to that recorded over the same period the previous year (i.e. 11th October 2009 to 12th April 2010). Comparing the rainfall in the four governorates reveals the following:

• Dohuk: For the 6 month period 2009 -2010 the 20 stations in Dohuk governorate recorded an average rainfall of 675.3mm compared to 465.5mm in the same period for 2010-2011. The rainfall this season has been 209.8mm less, i.e. a 31% reduction.

• Erbil: Over the 6 months period 2009-2010 the average rainfall recorded by the 23 stations in this governorate was 489.3mm compared to 340.9 mm recorded in the last 6 months. This is a drop of 148.4mm or 30%.

• Suliemaniah: The average rainfall recorded by the 19 stations in the governorate was 708.1mm in 2009-2010 and 353mm over the 6 months, 2010-2011. This is a drop of 355.1mm or 50%.

• Garmyan: The 7 stations in this district recorded an average of 384.1mm rainfall in the 6 months of 2009-2010 while in the last 6 months the average was 212.6mm. This is a drop of 171.5mm or 44.6% reduction.


Comparing the data collected over all four governorates one can see that the rainfall over the last 6 months is 38.9% less than that of the same 6 month season in 2009-2010.

These figures reveal that we have drought this year. Following the non appearance of the seasonal rains in November a Committee for Drought was convened three months ago and plans were to assist farmers were drawn up. However because there was some rainfall early this year people and officials became complacent and no further action was taken.

The lower rainfall this year will have an effect on wheat production and we cannot expect to see the grain harvest that was achieved last year. The reduction in rainfall will have consequences on all aspects or agriculture and water availability for crops, livestock and also human consumption.

 Drought makes livestock less resistant to disease and Foot and Mouth Disease (FMD) has already been recorded  in Iraq. In Barzan and the surrounding districts the deaths of 1,200 wild goats from Peste de Petit Ruminant (PPR) have been recorded in the last 3 months. Drought will place our livestock at greater risk from disease and the spread of Transboundary Animal Diseases (TADs). We need to be aware of the consequences of drought, be vigilant and take steps to protect our livestock.

Food Security and Safety in Kurdistan and Iraqامن و سلامة الغذاء

The phrase ‘self sufficient’ and achieving ‘self-sufficiency’ are frequently used as the goals we seek to achieve in agriculture, or indeed with regard to industrial production. Indeed we frequently find that someone or other is quoted in the media as stating that Kurdistan or Iraq will be self-sufficient in e.g. cereal or meat production within the next 3 or 5 years, but are these agricultural goals really achievable when we consider what the general public now expects in terms of food availability?
We have become accustomed now to using supermarkets when buying food and in addition we have developed a liking for many food items that cannot be produced here. The climate and environment of Kurdistan and Iraq will naturally limit what can be grown here so we cannot expect to become self sufficient in terms of for example banana or kiwi fruit production etc. We must recognise that there will always be a demand for imported ‘luxury’ foods that we can never hope to produce but it is imperative that we endeavour to become self sufficient in staples such as wheat and other cereals. In the long term it is feasible that we will become self sufficient to a degree in terms of vegetable, fruit and cereal production yet we will need to consider strategies to minimise wastage of crops. This is a particular problem when crops are grown for sale in supermarkets, which is very fast replacing the little corner shops, where customers are accustomed to selecting their purchase from amongst similar sized vegetables or fruit, in plastic packaging. The supermarket will require the produce, e.g. lettuce, to be clean and of a certain size or weight and so that it can be easily packaged and priced, but the plants that do not meet the specifications may then be regarded as waste and never reach a shop. This means that a percentage of vegetable crops, perfectly suitable for human consumption, are wasted before being offered for sale, it is marketing and retail that causes the waste of food.

The consumption of meat has steadily risen over the years and we may never achieve full sufficiency with regard to red meat because of the feed requirements for cattle, however we should reach a measure of self sufficiency with regard to red meat but it will require much effort and we must also recognise that it is not possible to say the goal will be achieved within a fixed time period. On the other hand we have the opportunity to become self sufficient in poultry production and indeed could develop the industry to the point where we export poultry products.

Agriculture in Kurdistan and Iraq must be supported heavily in order to reach the maximum level of self sufficiency possible. This will give us a degree of food security that at present does not exist and threatening or national security. Today we rely on imported food to feed the nation and this cannot continue in a world where food security is a problem for all nations and we see wealthy countries ‘doing deals’ in order to obtain access to agricultural land in the developing world. The problem that all of the world’s governments will face in the future will be how to produce sufficient food for an ever growing population. Some will say that the easy answer is to make up the shortfall by importing food but the problem that this brings is one of food safety.

Ensuring that food is safe for human consumption is a problem that becomes particularly difficult when the food product is imported. We need to ask questions such as can the Gulf States, with so little available grazing land, really be producing so much fresh cows’ milk that they can export it to Iraq, or is the fresh milk that we import actually reconstituted from milk powder? Kurdistan has seven border points where food is brought into the country by road from neighbouring states. On the Iraq/Turkey border is the checkpoint, customs and food inspectors at Ibrahimalkhalil while on the borders with Iran there are three official checkpoints with food inspectors and three other places that are considered to be unofficial. Perwizkhan is the smallest of the custom controlled border crossings with Iran and the inspector there has reported that in the last 2 years he has sent back into Iran 7,000 tons of expired and perished foodstuffs that was en route for sale in Kurdistan. The Iranian ambassador in Baghdad has said that 78% of Iran’s trade with Iraq enters through Kurdistan while the other 22% comes across the borders of the south. The ambassador said that 500 to 600 Lorries enter Kurdistan each day in each border crossing from Iran and one must therefore ask how much of the food carried on those Lorries meet food safety standards if a food inspector in Perwizkhan is sending back 100 tons a day of unsafe products. What is entering the country at the points where these checks are not taking place? Just how safe is the imported food on the supermarket shelf?
