عراق بلا انهار ولا أشجار

في الوقت الذي تلوذ فيه المؤسسات العراقية الاروائية والزراعية والتخطيطية بالصمت المطبق, وتنشغل فيه الكتل السياسية بصراعاتها العقيمة القديمة المستديمة, وتلهث فيه المحافظات خلف سراب التقسيمات الإقليمية (الدستورية), تواصل الحكومة التركية (الصديقة) تنفيذ مشاريع (الغاب) لإقامة أكثر من عشرين سدا منيعا لحجب منابع دجلة والفرات عن العراق, وتواصل الحكومة السورية (الشقيقة) تنفيذ مشروع جر نهر دجلة, لتغيير مساره العراقي, وتحويله بالقوة باتجاه الأراضي السورية, بتمويل مالي من الحكومة الكويتية (الشقيقة), بينما تواصل الحكومة الإيرانية (الصديقة) تنفيذ مشاريع (الأفق الأزرق) لتغيير مسارات الأنهار التي تغذي العراق, وتمنعها من عبور حدودنا الشرقية  وسنستيقظ من سباتنا في يوم قريب يخبئه لنا مستقبلنا المتعثر, لنكتشف أننا أصبحنا بلا انهار, ولا أهوار, ولا بحار, ولا أشجار. وربما تكتشف أجيالنا القادمة أن زعماء قبيلتنا هم الذين اختاروا الوقوف على التل, ولم يتصدوا لمخططات القبائل, التي نفذت ضدنا أبشع جرائم التجفيف والتزحيف والتحريف والتجريف, التي استهدفت أنهارنا كلها من (الزاب الأعلى) إلى (السويب الأغلى), وهم الذين شاركوا بكتابة شهادات الوفاة, وحضروا مراسيم التشييع والدفن والعزاء, من دون أن يذرفوا دمعة واحدة على أرواح الجداول الميتة والمفقودة والمطمورة, ومن دون أن يتألموا على الأنهار التي وقعت في الأسر, أو التي تحولت إلى قنوات آسنة لتصريف المجاري الإيرانية, ومن دون أن ينتبهوا للمشاريع التركية الجبارة في هضبة الأناضول, فلم يعترضوا على مخططات السلطان الطيب (أردوغان) حامل لواء الإمبراطورية العثمانية الجديدة, ومساعيه الحثيثة الخبيثة لبناء أكثر من عشرين سداً فوق منابع دجلة والفرات, ولم يحتجوا على محاولات سوريا لجر نهر (دجلة), وتحويل مجراه من الأراضي العراقية إلى صحراء الحسكة, بل أنهم لم يبدوا حتى هذه اللحظة أي اهتمام بهذه الفاجعة الجغرافية المعقدة, التي عصفت ببساتين أرض السواد وحقولها, وقطعت شرايينها الاروائية من الشمال إلى الجنوب, ولم تكن الاحتجاجات الخجولة, التي أطلقتها بعض المنظمات الاجتماعية من باب التكسب السياسي تتناسب مع تاريخ ومستقبل الممرات الملاحية المهددة بالاختناق بعد اكتمال سدود ميناء مبارك, ولا تليق بتاريخ شط العرب, الذي فقد اسمه العربي وصار (أرفند رود), وتحول إلى مثانة عملاقة ممتلئة بفضلات مجاري مدينة عبادان والمحمرة, وهكذا تراوحت المواقف المتأرجحة بين التخاذل المتجدد والإهمال المتعمد
اعترفت سوريا أكثر من مرة عبر وسائلها الإعلامية بأن ما تحتاجه من مياه الري ستسحبه من حصة العراق في الوقت الذي تفرض فيه سيطرتها الكاملة على الفرات, وأنها ماضية في تنفيذ مشروع جر نهر دجلة, عن طريق تحويل مساره عنوة إلى أراضيها عبر قناة (عين ديوار), وهي قناة صناعية بطول (29) كيلومتراً, ثم تندفع المياه بقوة في نفق طوله (20) كيلومتراً يخترق جبل (كراتشوك), وتواصل تدفقها بسعات تصريفية هائلة في قناة صندوقية بطول (30) كيلومتراً, تتفرع بعدها إلى قناتين مفتوحتين متباعدتين, الأولى بطول (132) كيلومتراً, تنتهي عند سد (الثامن من آذار), والثانية بطول (124) كيلومتراً, تنتهي عند سد (باسل الأسد), وتتوسط المشروع مضخة عملاقة عند سد (السابع من نيسان), وستتراكم الآثار الكارثية لهذا المشروع فوق الآثار التدميرية لمشروع سد (أليصو) الذي أقامته تركيا على نهر دجلة, ضمن سلسة السدود التي باشرت بتنفيذها, في إطار مشاريع (الغاب), وبخطوات هندسية غير مسبوقة, ولا تتماشى أبداً مع أحكام القانون الدولي, وتتعارض مع قواعد العدل والإنصاف, ولا تقبلها الأعراف الحضارية, فجاءت تسميتها متطابقة تماماً مع مبادئ شريعة (الغاب), ما دفع جمعيات (أنصار البيئة), وجمعيات (الدفاع عن حقوق الإنسان) في القارة الأوربية لتبني مواقف شجاعة وحازمة في توجيه الانتقادات اللاذعة للحكومات, التي تنوي تجفيف العراق وحرمانه من موارده المائية, وكان لتلك المواقف الإنسانية أثر واضح في التطورات التي أدت إلى انسحاب الشركات البريطانية والايطالية والسويدية, التي عولت عليها تركيا في تنفيذ السدود العملاقة على دجلة والفرات, في حين لم تنسحب الشركات الإسرائيلية, وواصلت نشاطاتها المعادية للعراق, وقامت حكومة (تل أبيب) بتمويل معظم مشاريع (الغاب), وقدمت لها التسهيلات السخية, وساندتها بالخبرات التقنية, وزجت بأكثر من (75) شركة إسرائيلية, في مشاريع بناء السدود الضخمة لقطع مسارات دجلة والفرات, وتحويلها إلى نهر (مناوغات), الذي تتطلع إسرائيل لشراء مياهه من تركيا لتلبية احتياجات مستوطناتها, وربما تسعى من وراء مشاركتها في (الغاب) إلى تأكيد حلمها الصهيوني القديم, وتوسيع نفوذها على الأرض من النيل إلى الفرات.

وفي الوقت الذي يتعرض فيه العراق لأبشع أزمات المياه العذبة, التي تجلت صورها المؤلمة بجفاف العشرات من الروافد والجداول والسواقي والأنهار بقرارات جائرة ومشاريع متعمدة تبنتها الحكومات الإيرانية والتركية والسورية, جاءت الكويت لتشترك معهم في الحرب المائية المعلنة ضد العراق, وتستخدم ثقلها المالي كله لتزيد الطين بلة, وتشغل الفراغ الذي تركته الشركات الأوربية, التي استحت من نفسها, وأعلنت الانسحاب من المشاريع التركية المكرسة لتعطيش العراق وتجويعه, فهل صارت الشركات الأوربية أرحم من جيراننا وأشقائنا وأبناء عمومتنا ؟, أم أن دول الجوار تخطط لإيذاء الشعب العراقي المنكوب ؟, ثم ما الذي ستجنيه الكويت من وراء تمويلها لمشاريع تستهدف إصابة العراق بأضرار كارثية ؟. وما الفائدة التي ستحققها سوريا باستحواذها على حصة العراق المائية وتبذيرها في الكهوف والوديان الوعرة ؟. ترى هل سيكون العراق بهذا الحال, وتحت ضغط هذه الأوضاع التآمرية المتواصلة لو كان جيرانه من الهنود والمكسيكيين والفيتناميين واليابانيين والسريلانكيين والأرجنتينيين ؟. وهل سيتعاملون معنا من دون رحمة, ويقطعوا علينا الأنهار والروافد, ويفرضوا علينا الحالتخطيط وعباقرة السياسة في العراق مهمة رسم التداعيات, التي سيفرزها هذا المشهد المأساوي بعد ربع قرن من الزمانصار المائي بعشرات السدود والنواظم, ويحرمونا من مياه الشرب والري ؟, وهل سيستمر الحال على ما هو عليه, وتمضي دول الجوار في تنفيذ مخططاتها وبرامجها المائية العدائية, من دون رادع ولا وازع ؟, وهل ستتحقق نبوءة المنظمات الاروائية العالمية بزوال دجلة والفرات بحلول عام 2040, وهذا ما توقعته منظمة المياه الأوربية, التي تنفرد بدقتها ومصداقيتها في تشخيص تداعيات الكوارث المائية, وهي أول من توقعت جفاف الفرات, وأول من حذر من اضمحلال نهر دجلة, وأول من حذر من حدوث انقلابات خطيرة في خارطة العراق المائية, وحددت المنظمة العام 2040 موعدا نهائيا لهذه الكارثة, وهو العام الذي سيصبح فيه تعداد نفوس العراق في حدود (75) مليون نسمة, ونترك لرجال التخطيط وعباقرة السياسة في العراق مهمة رسم التداعيات, التي سيفرزها هذا المشهد المأساوي بعد ربع قرن من الزمان. .

نحن يا جماعة الخير أمام كارثة حقيقية تكلمت عنها المنظمات العالمية بإسهاب, واتخذت على خلفيتها قرارات, تبناها الاتحاد الأوربي في تعامله مع الحكومة التركية, بحيث منع الشركات البريطانية والايطالية والفرنسية من المشاركة في تنفيذ عقود المقاولات المنوطة بها في مشروع (الغاب), حتى لا تكون طرفا مساهما في تعطيش العراق بإنشاء أكثر من عشرين سداً عملاقا لمنع تدفق مياه دجلة والفرات باتجاه العراق, في الوقت الذي نمعن فيه بتعميق علاقتنا مع تركيا, وكأننا لا نعلم بما ستؤول إليه أحوالنا بعد اكتمال المشاريع التركية لتعطيش العراق كله, وحرمانه من الماء. .

الإيرانيون يجففون منابع الأنهار والروافد على هواهم من دون رادع, والأتراك يقيمون السدود العملاقة لتجفيف دجلة والفرات على كيف كيفهم, وسوريا تتعمد سحب ما تبقى من نهر دجلة على راحتها, وتسعى لجره إلى أراضيها من دون أن يحتج عليها أحد. وتمضي دول الجوار في ارتكاب الانتهاكات الصارخة لأحكام وقواعد القانون الدولي, من دون أن يتقدم ضدها العراق بشكوى رسمية في المحافل الدولية, ومن دون Ø9A3ن يظهر اهتماما حقيقيا بملفاته المائية المر@9�ية على الرفوف, والانكى من ذلك أن مؤسساتنا اـعلمية تقيم المؤتمرات, وتعقد الندوات داخل العراق لتشخيص تداعيات موجات التسونامي في اليابان, وتتعمق في دراسة الأعاصير والزلازل التي رافقت التغيرات البيئية المفاجئة في فلوريدا, لكنها لم تبد اهتماما بفاجعة أنهارنا المجففة, وجداولنا المتصحرة, وكأن الأمر لا يعنيها لا من بعيد ولا من قريب, والمصيبة الكبرى أن بعض مراكزنا العلمية والسياسية هي التي صارت تعطي الضوء الأخضر لدول الجوار لكي تشجعها على تنفيذ مشاريعها العدوانية ضدنا, وهي التي أعطت الضوء الأخضر للكويت لكي تدفعها لتنفيذ مشروع ميناء (مبارك), الذي سيقطع شرايين ممراتنا الملاحية المؤدية إلى موانئنا, وعبرت أكثر من مرة عن مباركتها لمشروع (مبارك) في بياناتها التي قالت فيها: أن الميناء لا يؤثر على سير الملاحة في خور عبد الله

فالملف المائي هو الذي يفترض أن يحظى بالأولوية والأهمية, وهو الذي يفترض أن يتصدر عناوين الأخبار في الصحف والفضائيات, ويتصدر مفردات التطلعات المستقبلية في أجندات الكتل السياسية, وهو الذي يفترض أن يكون في مقدمة الخطب والمحاضرات التوعوية في المساجد ودور العبادة, ولا نغالي إذا قلنا انه ينبغي أن يكون من ضمن مفردات المقررات الدراسية لكل المراحل من الابتدائية إلى الجامعة, فالمسألة مسألة مصيرية, مسألة حياة أو موت. خصوصا بعد أن أصبح العراق من الأقطار المهددة بالجفاف, وها نحن اليوم نقف موقف المتفرج الحائر على مسافة ربع قرن من فقداننا لدجلة والفرات, من دون أن نطلق صيحة احتجاج واحدة بوجه الأقطار المجاورة, التي سعت, ومازالت تسعى لتنفيذ مشاريع تعطيش العراق وأهله, ولم نستفد حتى الآن من مواقف المنظمات الدولية, التي فتحت آذانها لسماع الاحتجاجات العراقية

فمتى تتقدم الحكومة العراقية بشكوى رسمية في المحافل الدولية ضد الأقطار, التي حرمتنا من مياه الشرب, وقطعت عنا الجداول والسواقي من منابعها, وجففت الأنهار والروافد, وستتسبب في تعطيشنا وتدميرنا وتجويعنا وتشريدنا ؟؟.

ختاما نقول: أن من يحب وطنه ينبغي أن لا يتأخر في الذود عن أشجاره وأنهاره وبحاره وأهواره, ومن يحب شعبه ينبغي أن يصون ممتلكاته ويحمي موجوداته بكل الوسائل والأساليب والطرق المتاحة وغير المتاحة, فالذي يولد زاحفا لا يمكنه التحليق والطيران, والنجاح في المهمات الصعبة جبلاً وعراً لا يمكننا تسلقه نحو القمة وأيدينا في جيوبنا. . .

والله يستر من الجايات. . .

Iraqi Conference on Water Buffalo Development-II (22nd Dec.2011 Baghdad)

Thank you for inviting me for a second time to attend the annual conference. I was not able to attend last year’s conference as I was in Egypt and I regret to say that I will not be able to attend this year’s conference as yet again I will be abroad.

Between 1998 and 2003 FAO produced some booklets on the water buffalo in the Mediterranean region. These publications were published as a single book (360 A4 Pages) for which I wrote an introduction. The introduction and the frontispiece of this book can be seen on my blog, www.Kurdistanfoodsecurity.com. At present I have only one copy of this book but if I can obtain others I will send them to you for use as a reference.

Throughout my career I supported the idea of utilising the water buffalo and several times I endeavoured, regrettably with little success, to introduce water buffalo into Sudanese farming. We should make every endeavour to revitalise the water buffalo industry in Iraq as this resilient animal has the ability to thrive on a wide range of feed sources while we are all familiar with the value of its meat, milk and cream.كيمر

The great milk robbery


A new report by GRAIN documents the importance of milk to the livelihoods and health of the poor in many countries of the global South. Most dairy markets are supplied by small-scale vendors who collect milk from small farmers and pastoralists. But they are under threat from dairy corporations, like Nestlé, and other players, like PepsiCo and Cargill, that are trying to take over the dairy sectors in these countries, from the farms to the markets.

"People's milk" involves hundreds of millions of people around the world, from small-scale farmers and pastoralists to local cheese makers and fresh milk vendors. They supply safe, nutritious and affordable milk to hundreds of millions of poor families.

  • 80% of the dairy markets in developing countries are supplied by these "people's milk" systems, often referred to as the "informal sector"

  • 15% of the global population is involved in dairy production

  • Small-scale dairy systems in the South create 200 rural jobs per million litres of milk/year compared to 5 rural jobs per million liters of milk/year in the industrial milk production systems of the North

  • In Pakistan, Kenya and Colombia, fresh people's milk sells for half the price of packaged milk in the supermarket.

Small-scale farmers, pastoralists and vendors are doing an amazing job of supplying the growing markets for dairy in the South. The problem is that corporate interests are after these same markets and they are using heavy tactics to steal them from the poor, while governments are lending a helping hand.

  • Bilateral trade agreements allow transnational dairy corporations to periodically dump subsidised powdered milk and undercut local producers

  • Regulations and private standards are biased towards the corporate sector and shut people's milk out of markets.

Financial investors and big dairy corporations are joining forces to set up mega dairy farms throughout the South. Cargill's hedge fund is committing $300 million to factory dairy farms in China and India. The world's biggest dairy cooperative, Fonterra, is building farms in China, India, and Brazil on a scale that it could never get away with in its home country New Zealand. A bank in Vietnam is building a 137,000 cow farm. These are social and ecological disasters that will bring hardship to millions of people.

Several actions and measures are suggested to stop the corporate hijack of dairy markets:

  • High, comprehensive tariffs to prevent the periodic dumping of imported milk powder and cheap dairy products

  • A reorientation of dairy production to domestic markets among exporting countries, with programmes such as supply management

  • Food safety systems suited to the needs of people not corporate bottom-lines

  • Boycotts of large dairy companies and supermarkets

  • Divestment campaigns targeted at funds that invest in industrial dairy production in the South

  • Solidarity within and across borders between dairy producers, small-scale vendors and processors, consumers and dairy industry workers

People's milk is up against some powerful forces. But experience in Colombia and elsewhere shows that it can prevail because so many people depend on it for their livelihoods and the well-being of their families. These are the kind of food systems the world needs to deal with poverty, hunger and climate change and we should all be supporting them.

On 5 December 2011, GRAIN received the 2011 Right Livelihood Award "for its worldwide work to protect the livelihoods and rights of farming communities and to expose the massive purchases of farmland in developing countries by foreign financial interests".
The award, often referred to as the 'Alternative Nobel Prize', was presented to GRAIN co-founders Henk Hobbelink and Renée Vellvé at the Swedish Parliament in Stockholm.
GRAIN seized on the opportunity to demand an immediate end to land grabbing and a restitution of lands to local communities.
"GRAIN calls for an immediate end to the current wave of land grabbing," said Henk Hobbelink. "The hot new flow of money from pension funds, investors and agribusiness to buy up or lease farmland in developing countries must stop now. And all the affected lands must be immediately returned to the farmers and local communities."
"We will not solve the global food crisis until people stop trying to replace small-scale family farming systems with large-scale corporate-controlled industrial approaches," said Renée Vellvé. "We need a food system that feeds people, not markets."
In an acceptance speech delivered in front of the Swedish Parliament, GRAIN vowed to continue working together with peasant organisations and other social movements in the struggle for an equitable, just and sustainable food system.

Highly pathogenic H5N1 virus Found in Indian Crows

The Indian house crow, Corvus splendens, is centered in India, and extends from Iran in the west to Burma in the east. However, the bird was introduced into Africa in the 1890s, reportedly via Zanzibar, where it was brought to help keep the island free of rubbish. It subsequently spread along the coast of East Africa by hitching lifts on ships, and is now found right down to Cape Town at the southern tip of Africa. The crow also inhabits parts of the North African coast bordering the Suez Canal in Egypt and the Mediterranean Sea. I saw them in the parks of Suez city in the north of Egypt and can recognise this species of crow that usually occurs in urban and suburban environments and in close association with humans but, as yet, I have not seen them in Iraq.

I hope these dying crows are not Indian house crows I have seen these nasty birds all over East Africa and the Indian Ocean. I first came across them in Aden (South Yemen) in 1984 when I was on a mission with FAO. I saw the methods FAO was using to control this species involving the poisoning of eggs that were then offered to these birds as bait to eradicate them. They were nasty, noisy creatures that protected each other. I witnessed the killing of small ruminants by these birds who pecked out their victims' eyes and I also saw crows tearing off the mesh wire that protected the windows of the poultry houses in order to get at the poultry eggs.

This story of Indian Crows infected with Avian Flu to be taken seriously it might be a recipe for disaster.

Avian flu killing Jharkhand crows: virology institute India

Deaths of crows have been reported in large numbers across Jharkhand in the past one week. Carcasses have been spotted in Jamshedpur, Bokaro, Hazaribagh and other areas. Media reports estimate the number of crow deaths to be anywhere between 500 and 1,000.

Scientists at National Institute of Virology (NIV) in Pune have found the virus to be H5N1. It is a highly pathogenic virus that can even spread to humans.

Residents report that incidents of crow deaths started surfacing in the beginning of September. However, the event captured media attention only towards November end. Several teams, including that of the Indian Institute of Veterinary Research (IVRI) in Bareilly, have collected carcasses and are presently conducting tests to ascertain the cause of the deaths. The IVRI results are still awaited. NIV, in the meanwhile, has confirmed the presence of the HN51 virus in the dead crows.

The crows tested negative for Japanese encephalitis or West Nile virus. M Sharma at IVRI Bareilly says the report will be out in a couple of days. He says the deaths of crows in such huge numbers have not been reported before.

M D Dwivedi, bird watcher and researcher at Vinobha Bhave University in Hazaribagh in Jharkhand, claims he has seen several crows die. Explaining their symptoms, he says, “It appears the right side of their body is not working. They seem to have concussion.” After speaking to labourers in the Bokaro steel plant, he concluded there have been 500 deaths in the region. Sushil Tiwari, district data manager of Integrated Disease Surveillance Project (IDSP) in East Singhbum district, says around 1,500 crow deaths have been reported in Jamshedpur itself. No cases of human infection have been reported so far, he adds. As a preventive measure, IDSP has asked the Jamshedpur Utilities and Services Company Ltd to collect the bird carcasses and incinerate them. Staff handling the crows have been provided with personal protection equipment like gloves, glasses and some tablets in order to ensure they do not contract the virus.

The 29th Arab Veterinary Conference, 28l30 Nov.2011. Cairo

The 29th Arab Veterinary Conference was held in Cairo, Egypt from 28 to 30 November 2011. It was opened in the presence of the Honorable Minister of Agriculture of Egypt. Attendees included FAO, OIE and WVA Delegates and high level government officials of Countries in the Region as well as global, regional and national organizations and private sector representatives. The conference closed with a unanimous agreement on the following recommendations:

I- The establishment of the Veterinary Regional Bureau for the Middle-East and Africa in collaboration with FAO, OIE, AOAD, GCC and AU-IBAR with the succeeding objectives:

1. Proposing suitable legislations for animals and animal products that  comply with the internationally approved specifications.

2. Strengthening surveillance of transboundary animal diseases and developing an Early Warning System between the countries of the Region.

3. Promoting veterinary health programs for the prevention and control of infectious animal diseases.

4. The development and standardization of the veterinary health systems within the Countries of the Region with special emphasis on reviewing veterinary quarantine requirements and regulations and
upgrading the efficiency of veterinary diagnostic laboratories.

II- The establishment of an accredited veterinary diagnostic laboratory.

III- Developing a bank for genetic origins of the domestic animals of the Region and another for pathological strains isolated in the Region.

IV- Improving and consolidating veterinary education in the Countries of the Region and highlighting the applied veterinary research work in order to raise animal production, sustain improvements in animal health and ensure human health security.

V- Encouraging an interest in, and the study of, the history of Egyptian/ Arab veterinary medicine in addition to, organizing conferences and activities tackling this significant topic and disseminating the information on the World Wide Web.

VI- Generating and reviewing protocols of understanding with international organizations that support the Countries of the Region in resolving problems affecting livestock and animal health and advocating for specialized projects that have such mandate.

VII-Requesting regional governments to issue legislation which can take into account the international standards of animal welfare, taking into account our Arab and Islamic history in this area.

VIII- Creating an Arab-African Network for reporting on animal diseases and recognizing disease-free areas located in countries that export livestock to Arab markets in collaboration with the private sector.

Foot-and-mouth disease (FMD) suspected in vaccinated cattle in Bursa province, Turkey

We have received the following information from a reliable source:
Cases, suspected to be FMD, have been identified in dairy cattle farms in the Bursa province, north-west Turkey. It was suspected that some animals had been infected in spite of their earlier vaccination with a trivalent vaccine (serotypes A, O, Asia-1).

توصيات مؤتمر الطب البيطرى العربى التاسع والعشرون

28-30/9/2011القاهره

الأولى :

 إنشاء لجنة صحية بيطرية إقليمية لدول الشرق الأوسط وأفريقيا بالتعاون مع منظمة الفاو والـ OIE وجامعة الدول العربية ( AOAD ) ودول مجلس التعاون الخليجى ومنظمة الدول الأفريقية  ( AU IBAR ) وأهدافها :-

1)  وضع القوانين والشروط والمواصفات للحيوانات ومنتجاتها يشكل يتلائم مع المواصفات المعتمدة عالمياً .

2)  إجراء المسح الوبائى للأمراض المنتشرة والوافدة وترصدها وتقصيها للحد من إنتشارها وتطوير برنامج الإنذار المبكر بين دول المنطقة .

3)  وضع برامج صحية بيطرية للوقاية من الأوبئة الحيوانية .

4)  تطوير وتوحيد الأنظمة الصحية البيطرية بين دول المنطقة وأهمها قوانين الحجر الصحى البيطرى ولوائحها ورفع كفاءة المعامل البيطرية التشخيصية .
الثانية :
إنشاء معمل مرجعى لتشخيص الأمراض الحيوانية .
الثالثة :
إنشاء بنك للأصول الوراثية للحيوانات المحلية بالمنطقة وكذلك إنشاء بنك للعترات المرضية المعزولة بالمنطقة .
الرابعة :
تطوير وتوحيد التعليم البيطرى فى دول المنطقة وتوجيه البحوث العلمية البيطرية التطبيقية بما يتناسب مع التطور العلمى العالمى لرفع الكفاءة الإنتاجية والصحية للحيوان ، ويحفظ الإنسان من الأمراض المشتركة .
الخامسة :
إعطاء تاريخ الطب البيطرى المصرى والعربى ما يستحقة من الإهتمام والتوسع فى نشر المعلومات الموثقة وتشجيع كليات الطب البيطرى فى المنطقة على فتح أقسام تدرس هذه المادة وتنظيم مؤتمرات وأنشطة حولها وتوثيق وترجمة ومراجعة المعلومات التاريخية والعلمية عن هذا التاريخ ونشرها عالمياً على المواقع الإلكترونية .
السادسة :
وضع ومراجعة بروتوكولات التفاهم مع المنظمات الدولية لدعم دول المنطقة فى حل المشاكل التى تؤثر على الثروة الحيوانية وتدعم المشاريع الصحية البيطرية بها .
السابعة :
مطالبة حكومات دول المنطقة بإصدار تشريعات تراعى المعايير الدولية للرفق بالحيوان مع الأخذ فى الإعتبار تراثنا التاريخى العربى والإسلامى فى هذا المجال .
 الثامنة :
تأسيس شبكة عربية أفريقية للتبليغ عن الأمراض الحيوانية وإعتماد مناطق خالية من الأمراض فى البلدان التى تتواجد بها ثروة حيوانية لغرض التصدير للأسواق العربية التى تحتاج لهذه الثروة والتعاون مع القطاع الخاص فى هذا المجال .
