التقرير السنوي لأوضاع الأمن الغذائي العربي الصادر عن المنظمة العربية للتنمية الزراعي


            
تبلغ مساحة الوطن العربي نحو (1406) مليون هكتار أي حوالي (10.8%) من مساحة العالم، منها حوالي (71.4) مليون هكتار تشغل بالحيازات الزراعية والتي تشكل ما نسبته (4.4%) من اجمالي مساحة الوطن العربي، (1.5%) من إجمالي المساحة الزراعية في العالم. وتختلف الدول العربية من حيث المساحة التي تشغلها الزراعة في كل منها نظرا لعوامل عديدة من بينها الجغرافية والبيئية وتوفر الموارد الطبيعية بالإضافة إلي السياسات الزراعية المتبعة والبنيات التحتية المتوفرة وحجم الاستثمارات في قطاع الزراعة وتوفر التسهيلات والمؤسسات ذات العلاقة وغيرها من العوامل.
- نصيب الفرد
ولقد استقر متوسط نصيب الفرد من الأراضي الزراعية علي مستوي الوطن العربي بين عامي 2009ـ 2010م حيث بقي في حدود (0.20) هكتار، بينما تراجع قليلا عن المستوي العالمي من (0.21) الي (0.20) هكتار ويختلف هذا المتوسط من دولة عربية الي أخري فبينما يبلغ في كل من السودان وتونس نحو نصف هكتار. فإنه ينخفض إلي أقل من (0.07) هكتار في نصف عدد الدول العربية.
- المساحة المحصولية
تبلغ المساحات الزراعية المروية حوالي (13.8) مليون هكتار وتشكل ما نسبته (24.3%) و(19.3%) من إجمالي المساحات المزروعة ومساحات الحيازات الزرعية في الوطن العربي علي التوالي وتعتمد دول مجلس التعاون علي الزراعة المرورية كليا بينما تتفاوت نسب الزراعة المروية في الدول العربية الاخري لتتراوح بين (94.1%) و(5%).
تتوزع المساحات المحصولية علي محاصيل عديدة تشكل مجموعة الحبوب حوالي (50.5%) منها وتليها البذور الزيتية بحوالي (11.8%) أما مجموعة المحاصيل السكرية فتشكل ما نسبته (0.7%) وفيما يلي تفاصيل توزيع المساحة المحصولية.
- المحصول
المراعي الطبيعية
تبلغ مساحة المراعي في الوطن العربي حوالي 529.5 مليون هكتار، ويوضح الجدول 1.1 ارتفاع نسبة مساحة المراعي الطبيعية الي المساحة الأرضية الي نحو أكثر من 30% في 8 دول عربية وتنخفض النسبة بأقل من ذلك في بقية الدول. أما فيما يختص بالغابات فإن المنطقة العربية تفتقر الي وجود مساحات كثيفة منها نظرا لوقوع معظم أراضيها ضمن حزام المناطق الجافة وشبه الجافة، حيث تبلغ المساحة الإجمالية للغابات العربية نحو 95 مليون هكتار. وعلي المستوي القطري، تشكل الغابات في السودان ما نسبته 26% من إجمالي مساحته و14% في الصومال و7% في المغرب، وتنخفض هذه النسبة لأقل من 7% في بقية الدول العربية.
- الموارد المائية
تتسم الموارد المائية في المنطقة العربية بالندرة سواء بصورة مطلقة من حيث تدني متوسط نصيب وحدة المساحة، أو نصيب الفرد من المياه، أو بصورة نسبية مقارنة بالمناطق الأخري من العالم، كما تتسم بسوء توزيعها جغرافيا وصعوبة استغلال المتاح منها في كثير من المناطق، وفضلا عن ذلك تتفاقم هذه الندرة علي جميع المستويات بمرور الزمن في حين تعادل مساحة الوطن العربي 10.8% من مساحة اليابسة، ويعادل عدد سكانه 4.9% من إجمالي سكان العالم، فإنه يحتوي علي 0.7% فقط من إجمالي المياه السطحية الجارية في العالم، ويتلقي 2.1% فقط من إجمالي أمطار اليابسة، ويترتب علي ذلك أن متوسط نصيب الهكتار الواحد من المياه السطحية الجارية في الوطن العربي مقارنا بنظرائه علي المستوي العالمي يبلغ 1:15، ومن حيث متوسط الهطول المطري السنوي تبلغ هذه النسبة 1:5 يضاف الي ذلك أن شطرا لا بأس به من الموارد المائية المتاحة يتعرض إما للفقد أو لتدهور النوعية لأسباب عديدة.
هناك خمسة مصادر للمياه في الوطن العربي، ثلاثة منها تقليدية وهي: الأمطار، والمياه السطحية، والمياه الجوفية، واثنان غير تقليديين هما (مياه التحلية، ومياه التنقية إعادة الاستخدام) وباستثناء الأمطار، يبلغ اجمالي الموارد المائية العربية في الوضع الراهن 257.5 مليار متر مكعب تشمل موارد تقليدية قدرها 245.6 مليار متر مكعب بنسبة 95.4% وموارد غير تقليدية قدرها 11.9 مليار متر مكعب، تعادل 4.6% من اجمالي الموارد المائية.
وتشكل الموارد المائية السطحية الشطر الأكبر من إجمالي الموارد المائية، إذ تقدر بنحو 209.2 مليار متر مكعب تمثل 81.2% من الإجمالي، وتمثل المياه الجوفية 14.1% أما بالنسبة للموارد غير التقليدية فتمثل كلا من موارد إعادة الاستخدام وموارد التحلية 0.38% و0.9% علي الترتيب من إجمالي الموارد المائية في الوطن العربي، وعلي المستوي الإقليمي، يستحوذ الإقليم الأوسط علي نحو 40% من اجمالي الموارد المائية، بينما يستحوذ اقليم المشرق، وإقليم المغرب العربي، وإقليم شبه الجزيرة العربية بنسب 31% و23% و6% عي التوالي من إجمالي الموارد المائية العربية.يوجد تباين واضح في توزيع الموارد المائية المتاحة بين الأقطار العربية، فبينما تشكل الموارد المائية السطحية، الجزء الأكبر من الموارد المائية بالنسبة لكل من أقاليم المشرق العربي والأوسط والمغرب العربي، فإنها لا تشكل نفس الدرجة من الأهمية بالنسبة لإقليم شبه الجزيرة العربية الذي يعتمد بشكل رئيسي علي الموارد المائية الجوفية الي جانب التحلية إذ يستحوذ هذا الإقليم علي نحو 82.7% من جملة الموارد المائية الناتجة عن التحلية في الوطن العربي، وفي حين يعتبر إعادة الاستخدام مصدرا مهما للموارد المائية في إقليم المشرق العربي والإقليم الأوسط لا سيما في سوريا والعراق، فإنه يعتبر مصدرا هامشيا بالنسبة للإقليمين الآخرين.
يقل متوسط نصيب الفرد من الموارد المائية علي مستوي الوطن العربي عن خط الفقر المائي المحدد عالميا بنحو 1000 متر مكعب سنويا، ومع ذلك فإنه يزيد عنه في عدد قليل من الدول العربية وهي: سوريا والعراق ولبنان والصومال والمغرب وموريتانيا ويقل عن 500 متر مكعب في دول كالأردن وفلسطين وجيبوتي وتونس ودول شبه الجزيرة العربية باستثناء سلطنة عمان، ويتراوح بين 500ـ 1000 متر مكعب في بقية الدول العربية.
يقدر متوسط استخدام الميكنة الزراعية في الدول العربية في عام 2010م بنحو 9 جرارات لكل 1000 هكتار مزروع بينما يبلغ نحو 19 علي المستوي العالمي في الفترة نفسها، أما فيما يتعلق باستخدام الأسمدة الكيميائية فمازال متوسط الكميات المستخدمة منها في الدول العربية منخفض 35 كيلو جراما/ هكتار.
ويوجد تفاوت واضح في الكميات المستخدمة من الأسمدة الكيميائية بين الدول العربية حيث يبلغ المعدل 368، 314 و292 كيلو جراما/ هكتار في كل من مصر والأردن وسلطنة عمان علي التوالي. وهو أعلي بكثير من المتوسط العالمي بينما ينخفض الي أقل من 10 كيلوجرامات/ هكتار في كل من السودان واليمن وقطر والصومال.
- الثروة الحيوانية
وعلي الرغم من ضخامة الثروة الحيوانية في الوطن العربي وإمكاناتها الإنتاجية، فإن الانتاج الحيواني لا يفي بالاحتياجات المتزايدة للسكان العرب، وتلجأ معظم الدول العربية الي استيراد المنتجات الحيوانية من الخارج، الأمر الذي يشير الي وجود خلل ما في إدارة الثروة الحيوانية وسياسات الإنتاج الحيواني سواء علي المستوي القطري أو القومي حيث إنه لا يوجد نقص في عدد الحيوانات الزراعية وإنما تدني في كفاءتها الإنتاجية. ويواجه الإنتاج الحيواني العديد من المعوقات الأساسية ويأتي في مقدمتها نقص الموارد العلفية وتقلباتها وفقا لمعدلات الأمطار وتدني إنتاجية السلالات الحيوانية واستخدام أساليب تقليدية في التربية الي جانب وجود معوقات ذات علاقة بالسياسات والنظم المؤسسية.
تعتبر المنتجات السمكية من المنتجات الغذائية الرئيسية التي تحقق معدلات اكتفاء ذاتي مرتفعة في العديد من الدول العربية، وتحقق فائضا تصديريا علي المستوي العام في الوطن العربي، قدرت قيمته الإجمالية بنحو 1.1 مليار دولار في عام 2010م.
وتنطوي الثروة السمكية العربية علي إمكانات هائلة، إذ أن جزءا كبيرا منها لم يستغل بعد وتشتمل الثروة السمكية في الوطن العربي علي الموارد البحرية، والمياه الداخلية، فضلا عن الاستزراع السمكي، وتبلغ أطوال السواحل البحرية العربية في مجموعها نحو 22.4 ألف كيلو متر بينما تبلغ أطوال الأنهار الداخلية في الدول العربية نحو 16.6 ألف كيلو متر والتي تقع معظمها في العراق، ومصر، والسودان. ويتميز قطاع الصيد بسيادة نظم الصيد التقليدي وانخفاض مساهمة الاستزراع السمكي في حجم الانتاج الكلي من الأسماك إذ لا تتعدي ما نسبته 20% مقارنة بنحو 60% علي المستوي العالمي.
يعتبر متوسط نصيب الفرد من الناتج الإجمالي المحلي علي مستوي الوطن العربي منخفضا نسبيا مقارنة بنظيره العالمي، اذ يقدر بنحو 5435 دولارا أمريكيا علي مستوي الوطن العربي عام 2010 م مقارنة بنحو 9179 دولارا أمريكيا عالميا ويتفاوت تفاوتا كبيرا بين الدول العربية حيث يتراوح 61075 دولارا أمريكيا في دولة قطر، 99 دولارا في الصومال، ويزيد علي المتوسط العالمي في سبع دول عربية وهي دول مجلس التعاون لدول الخليج العربية وليبيا.
أما متوسط نصيب الفرد من الناتج الزراعي في الوطن العربي فيقدر بنحو 311 دولارا ـ في عام 2010 ـ مقارنة بنحو 372 دولارا علي المستوي العالمي وعلي الرغم من أنه أقل من المتوسط العالمي إلا أن هذا المتوسط يزيد عليه في عشر دول عربية.
- محاور الأمن الغذائي العربي
تعتبر متابعة ورصد وتحليل تطورات أوضاع الأمن الغذائي من أهم الموضوعات التي يزداد الاهتمام بها علي مستوي الوطن العربي لكونه منطقة عجز غذائي في بعض السلع الغذائية الرئيسية مثل الحبوب والسكر والزيوت النباتية، وباعتباره من أكثر مناطق العالم الجغرافية تأثرا بتغيرات المناخ والأسعار. ولمجابهة تلك المتغيرات وغيرها، فإن الأمر يتطلب بذل المزيد من الجهود الجادة علي المستويين القطري والقومي لتحقيق الأمن الغذائي بمفهومه الشامل وهو إتاحة الفرص المادية والاجتماعية والاقتصادية لجميع الناس في كل الأوقات للحصول علي غذاء كاف ومأمون ومغذ يلبي احتياجاتهم التغذوية وأذواقهم الغذائية ويكفل لهم أن يعيشوا حياة موفورة الصحة والنشاط. لذا فإنه من الأهمية بمكان أن يتم الوقوف علي أوضاع الأمن الغذائي العربي بشكل دوري من خلال رصد وتحليل محاور رئيسية ذات علاقة بإتاحة الغذاء وامكانية الحصول عليه واستقراره وأبعاده التغذوية.
- إتاحة الغذاء
تمثل إتاحة الغذاء جانب العرض، وتقاس بقدرة الدول علي توفير الإمدادات الكافية من الغذاء لسكانها سواء من إنتاجها المحلي أو من الأسواق الخارجية. يوفر الوطن العربي من إنتاجه بصفة رئيسية الغذاء من السلع التي يتمتع بمزايا نسبية وتنافسية في إنتاجها مثل الأسماك والخضر والفاكهة بينما يعتمد علي الاستيراد في توفير نسب عالية من حجم احتياجاته من سلع الحبوب والسكر والزيوت النباتية.
- إتاحة الغذاء من إنتاج الوطن العربي
تعتبر مجموعة محاصيل الحبوب من أهم السلع الغذائية في الوطن العربي، وتساهم بالنصيب الأكبر في قيمة فجوة السلع الغذائية الرئيسية علي الرغم من إنتاج نحو (52) مليون طن كمتوسط سنوي خلال الفترة 2008ـ 2010 م. ويعادل إنتاج الوطن العربي من الحبوب نحو (2.3%) من الانتاج العالمي المقدر بنحو (2263.4) مليون طن في عام 2009 م.
وتضم مجموعة محاصيل الحبوب المزروعة في الوطن العربي بشكل رئيسي القمح والأرز والذرة الشامية والذرة الرفيعة والشعير، وتشغل ما نسبته (14%) من المساحة المحصولية المزروعة حيث بلغت نحو (28.5) مليون هكتار في عام 2010م بزيادة نسبتها (1%) عن عام 2009م وانخفاض بنحو (3%) عن المساحة المحصولية المزروعة بالحبوب علي المستوي العالمي في العام نفسه، وتتباين هذه المساحة فيما بين الدول العربية.
وتقل إنتاجية محاصيل الحبوب والبذور الزيتية والشمندر السكري عن نظيرتها العالمية بإستثناء قصب السكر، الأمر الذي يدعو إلي بذل المزيد من الجهد لتطوير إنتاج تلك المحاصيل في المنطقة بشكل رأسي وأفقي من خلال دعم أجهزة البحث ونقل التقانات.
ويقل متوسط معدل النمو السنوي لإنتاج الحبوب في الوطن العربي عن نظيره العالمي حيث يوضح خط الاتجاه العام للفترة (2000- 2009م) بأنه بلغ نحو (19%) بالمقارنة بنحو (2.3%) علي المستوي العالمي، ويرجع ذلك بصفة رئسية للانخفاض النسبي في نمو مساحة وإنتاجية محاصيل الحبوب حيث بلغا (0.44%) و(1.66%) عربيا مقابل (0.64%) و(1.74%) عالميا علي التوالي.
- المحصول الرئيسي
يعتبر القمح المحصول الرئيسي في مجموعة محاصيل الحبوب حيث يتراوح حجم إنتاجه ما بين (45%) ـ (50%) من إنتاج الحبوب في الوطن العربي حيث يبلغ (2.24077) ألف طن ويشكل نحو (3.2%) من إنتاج القمح في العالم والذي بلغ نحو (682.6) مليون طن في عام 2009م (جدول 2ـ 3). ويقدر متوسط إنتاجية القمح علي المستوي العربي بنحو (2.97) طن للهكتار للفترة 2008ـ 2010م ، وتقل عن متوسط الانتاجية العالمية في عام 2009م الذي يبلغ نحو (3.5) طن للهكتار. أما علي المستوي القطري فقد حققت مصر إنتاجية عالية من القمح تعادل أكثر من ضعفي متوسط الإنتاجية علي المستوي العربي، الأمر الذي انعكس إيجابيا علي الإنتاج المصري من القمح بحيث بلغ نحو ثلث الإنتاج العربي رغم أن المساحة المحصولية للقمح في مصر لا تزيد علي (12.4%) من المساحة الكلية المزروعة بهذا المحصول علي مستوي الوطن العربي.
ويتركز إنتاج القمح في الوطن العربي في ست دول عربية يشكل إنتاجها نحو (92%) من جملة الإنتاج العربي في 2010م وهي: مصر والمغرب وسوريا والجزائر والسعودية والعراق أما علي المستوي العالمي فيتركز إنتاج القمح في كل من دول الاتحاد الأوروبي والصين والهند والولايات المتحدة الامريكية وروسيا الاتحادية حيث يشكل إنتاجها حوالي (67%) من الانتاج العالمي بنسبة(1.21%)، و(17.7%)، و(12.5%)، و(9.3%)، و(6.4%) علي التوالي.
- الذرة والشعير
تنتج الدول العربية نحو (5.7) مليون طن من الشعير مشكلة مانسبته (11.2%) من إجمالي إنتاج الحبوب في الوطن العربي ونحو (3.75%) من الإنتاج العالمي. ويتركز إنتاج الشعير في الوطن العربي في خمس دول تساهم بنحو (94%)من إنتاجه في الوطن العربي وهي: المغرب والجزائر وسوريا والعراق وتونس.
أما متوسط الإنتاج العربي السنوي من الذرة الشامية للفترة 2008ـ 2010م فقد بلغ نحو (7.8) مليون طن وشكل ما نسبته (0.96%) من الإنتاج العالمي الذي يقدر بنحو (818.8) مليون طن. وتصدرت مصر الإنتاج العربي من الذرة الشامية في عام 2010م بنسبة 1.68%) أما عالميا فتتصدره كل من الولايات المتحدة الأمريكية، والصين بحوالي (8.38%) و(20.6%) علي التوالي.
ويقدر إنتاج الوطن العربي من الأرز لمتوسط الفترة 2008ـ 2010م بنحو (6.4) مليون طن تعادل نحو (0.93%) من حجم الإنتاج العالمي المقدر بنحو (685.2) مليون طن. وتتركز زراعته بشكل رئيسي في مصر التي تنتج وحدها نحو (94%) من الإنتاج العربي من الأرز وتتميز بارتفاع مستوي الإنتاجية بنحو (2.9) طن للهكتار في عام 2010م بينما تتراوح بين (5) إلي أكثر من (6) أطنان للهكتار في موريتانيا والمغرب والصومال، وتنخفض الي نحو (3.6) و(3.1) طن للهكتار في السودان، والعراق علي التوالي.
تنتج الذرة الرفيعة في الوطن العربي بصفة رئيسية في السودان، الذي ساهم بنحو (69%) من الانتاج الكلي من مساحة تقدر بنحو (86.3%) من مساحة المحصول الحلية في الوطن العربي لعام 2010م، بينما ساهمت مصر بنحو (15%) من الانتاج من مساحة تقدر فقط بنحو (1.6%) من المساحة الكلية.
- السلع الأخري
وتوفر مجموعات السلع النباتية الأخري كميات مقدرة من الغذاء، وتشمل تلك المجموعات البقوليات، والدرنات، والخضر، والفاكهة بما فيها التمور ويوضح ذلك الجدول التالي:
أما بالنسبة للسكر والزيوت النباتية فإن الكميات التي توفر منها عن طريق الانتاج العربي تعادل في المتوسط نحو (26%) و(33%) من حجم استهلاك تلك السلع في الوطن العربي علي التوالي:
ينتج السكر في الوطن العربي من محصولي قصب السكر والشمندر السكري ويقدر متوسط انتاجه السنوي (2008ـ 2010م) بنحو (2.8) مليون طن استخرجت من (9.24) مليون طن من قصب السكر و(8.83) مليون طن من الشمندر السكري. ويبلغ متوسط انتاجية قصب السكر بالوطن العربي نحو (107.5) طن للهكتار وبصفة رئيسية في كل من مصر والسودان حيث بلغ متوسط نسبة الانتاج في كل منهما في الفترة 2008ـ 2010م نحو (67%) و(24.3%) علي التوالي من انتاج الوطن العربي. أما الشمندر السكري فينتج بصفة رئيسية في مصر والمغرب وسوريا بنسب تبلغ (54.2%) و(32.5%) و(12.7%) علي التوالي.
وتعتبر التمور من المحاصيل الاستراتيجية في الوطن العربي الذي يعتبر من أكثر مناطق العالم ملاءمة لانتاجها، إذ يعادل انتاجه لمتوسط الفترة 2008ـ 2010م نحو (72%) من الانتاج العالمي من التمور المقدر في عام 2009م بنحو (7.5) مليون طن، أما انتاجية المحصول في الوطن العربي المقدرة بنحو (6.4) طن للهكتار علي المستوي العالمي في عام 2009م.
- انتاج الزيوت
وقدر انتاج الزيوت النباتية في الوطن العربي لمتوسط الفترة 2008ـ 2010م بنحو (1.7) مليون طن، ويتركز انتاج البذور الزيتية في كل من سوريا، وتونس ومصر والمغرب، والسودان بنسبة (20.8%)، و(15.7%)، و(14.9%)، و(13.8%)، و(13.5%) علي التوالي، وتساهم تلك الدول الخمس بنحو (78.7%) في الانتاج العربي للزيوت النباتية، وترتفع النسبة إلي نحو (93%)، باضافة مساهمة كل من ليبيا (8.4%) والجزائر (5.9%) وتقل مستويات انتاجية محاصيل البذور الزيتية في الوطن العربي عن نظيراتها علي مستوي العالم ويرجع ذلك بشكل رئيسي إلي أن معظم الانتاج يتم في الزراعات البعلية التقليدية.
وبصفة عامة يواجه تطوير انتاج المحاصيل الزراعية في الدول العربية العديد من المعوقات ولعل أهمها يتمثل في نقص البذور والتقاوي المحسنة، وضعف استخدام الأسمدة والمبيدات، وارتفاع تكاليف مدخلات الانتاج بما فيها أسعار البذور المحسنة والأسمدة الكيماوية والميكنة الزراعية، وضعف الاستثمار في الدول ذات الامكانات الموردية، وضعف موازنات البحث العلمي الزراعي في معظم الدول العربية. هذا، بالاضافة إلي تأثيرات الظروف المناخية غير الملائمة حيث تأثرت بها أجزاء واسعة من المساحات المزروعة بالدول العربية في الموسمين الزراعيين السابقين لموسم 2009- 2010م.
- المنتجات الحيوانية
تشكل المنتجات الحيوانية والسمكية مصدرا هاما للبروتين الحيواني في الوطن العربي الذي يتمتع بثروة حيوانية ضخمة إلا أنها تتسم عموما بانخفاض انتاجيتها من اللحوم والألبان حيث إن النمط السائد في تربية الثروة الحيوانية يعتمد علي النظام الرعوي التقليدي في مراع ضعيفة الانتاج تعاني من الرعي الجائر وبحاجة إلي تأهيل وتطوير، ولذلك فإن حجم المنتج من اللحوم الحمراء والألبان لا يتناسب مع حجم القطيع العربي من الحيوانات المزرعية والذي يقدر في عام 2010م بنحو (387) مليون رأس من الأبقار والجاموس والأغنام والماعز والإبل ويقدر انتاج الوحدة الحيوانية من البروتين من الألبان واللحوم في الوطن العربي بحوالي (12.8) كيلو جرام في العام مقارنة بحوالي (23.9) كيلو جرام عالميا!
ويوضح الجدول التالي انتاج الوطن العربي من اللحوم والألبان بالمليون طن:
انتاج الوطن العربي من اللحوم والألبان (مليون طن)
ويعتبر تدهور المراعي وزيادة الحمولة عليها، وشح الميزانيات المخصصة للإنفاق علي بحوث تحسين سلالات الحيوانات الزراعية والاهتمام بها، وضعف الموارد المخصصة للاستثمار في البحث العلمي عامة من أهم محددات تطوير الثروة الحيوانية بالوطن العربي.
أما بالنسبة للأسماك والتي تحقق فائضاً تصديرياً علي مستوي الوطن العربي، فإن هناك فرصاً كبيرة لزيادة الإنتاج الحالي، إذ أن ما يتحقق منه يعتبر دون الإمكانات المتاحة التي تنطوي علي موارد ضخمة من المجاري المائية والأدوية (16.6 الف كيلو متر)، والمستنقعات والسواحل البحرية (22.4 ألف كيلو متر مربع)، والجرف القاري (604 آلاف كيلو متر مربع) هذا بالإضافة لإمكانات الاستزراع السمكي غير المستغلة الاستغلال الكامل، إذ يساهم الإنتاج من الاستزراع السمكي بنحو (20%) من إنتاج الأسماك في الوطن العربي مقارنة بنحو (60%) علي مستوي العالم، ولذلك يشكل الاستزراع السمكي مجالا واسعا لزيادة إنتاج الاسماك وبخاصة في المسطحات المائية الداخلية، لتلبية الاحتياجات الحالية والمستقبلية التي تتزايد بوتيرة كبيرة وسريعة مع ارتفاع الوعي التغذوي وتزايد السكان.
ويواجه قطاع الثروة السمكية في الوطن العربي معوقات عديدة كمحدودية الاستثمارات الموجهة لتطويره، وعدم توفر البيانات والمعلومات حول المخزونات السمكية أو عدم دقتها، والصيد الجائر والاستغلال غير الرشيد للثروة السمكية، وسيادة نظم الصيد، بالإضافة إلي ضعف البنيات التحتية والخدمات المساندة اللازمة للقطاع.
خبير اقتصادي: البلدان العربية قادرة علي الاكتفاء الذاتي في الغذاء.
حذر الدكتور سمير ابوالفتوح أستاذ المحاسبة بجامعة المنصورة والخبير الاقتصادي من أن معظم الدول العربية أصبحت أسيرة مجموعة من البلدان المنتجة للغذاء كالولايات المتحدة وغيرها.
رغم أن معظم البلدان العربية هي بلدان زراعية بالدرجة الأولي، وقادرة علي تحقيق الاكتفاء الذاتي بل وحتي تصدير الغذاء إذا ما استغلت الامكانات المتوافرة ووضعت الخطط التنموية وتمت متابعة تنفيذها، وأشار إلي أنه في ظل المتغيرات الدولية الراهنة قدم كل من البنك الدولي وصندوق النقد الدولي وصفات واحدة لبلدان العالم الثالث وتمثلت في إعادة هيكلة السياسات النقدية والمالية والسياسات السعرية والائتمانية ولكن وفقاً للقوانين الرأسمالية وبما يحقق مصلحة هاتين المؤسستين الدوليتين والدول المسيطرة عليهما، مما كان له الأثر الكبير علي الدول النامية ومنها الوطن العربي، حيث تراجعت مؤشرات التنمية الاجتماعية وقد تنبهت منظمة (اليونسيف) لهذه المسألة.
فطالبت بصياغة برامج ذات طابع إنساني وأخذ الوضع بعدا سياسيا تمثل في هيمنة المؤسسات الدولية علي سوق الاقراض الدولي، وأي مخالفة لمصالحه ومصالح الدول المهيمنة ستؤدي الي وقف عمليات الاقراض.

نشرنا في العدد الماضي الجزء الاول من هذا التقرير الهام (أوضاع الامن الغذائي) الصادر عن المنظمة العربية للتنمية الزراعية والذي قام باعداده كل من الدكتور طارق بن موسي الزدجالي المدير العام والدكتور صلاح عبدالقادر عبدالماجد مدير إدارة الامن الغذائي والمهندس أحمد يحيي عبدالمجيد إخصائي المشروعات والمهندس عبدالرازق محمد علي والاستاذة سعدية محمد شريف. وقد وصلنا في الحلقة الاولي من التقرير إلي نقطة إتاحة الغذاء من التجارة الخارجية ومنها لنبدأ معاً قراءة الحلقة الثانية، والاخيرة من هذا التقرير.
- التجارة الخارجية
إذ يقول التقرير عن إتاحة الغذاء من التجارة الخارجية:
يتكامل قطاع التجارة الخارجية من القطاع الانتاجي في إتاحة الغذاء بالوطن العربي، وقد شهدت تجارة السلع لزارعية في السنوات الاخيرة عددا من التقلبات والتغيرات علي نطاق واسع بعد فترة من الاستقرار النسبي، فخلال عامي 2007م - 2008م آدت ازمة الغذاء العالمية إلي ارتفاع اسعار الغذاء إلي مستويات غير مسبوقة، أعقب ذلك في عامي 2008م - 2009م الازمة الاقتصادية العالمية والتي شهدت هبوطا في هذة الاسعار ثم تصاعدت الاسعار مرة اخري خلال عامي 2009م - 2010م. وتشير التوقعات إلي ان العوامل المسببة لهذه التقلبات مازالت كامنة وهي تنشط بين الحين والاخر مؤدية الي عدم الاستقرار في أسواق الغذاء العالمية. والي ارتفاع الاسعار بوجه عام. ومن آهم هذه العوامل ارتفاع آسعار الطاقة، والتوسع في استخدامات السلع الغذائية في إنتاج الوقود الحيوي وارتفاع معدلات الطلب العالمي علي الغذاء، والمضاربات في أسواق الطاقة والمنتجات الغذائية.
وتعتبر الدول العربية في معظمها دولا مستوردة لسلع الغذاء الرئيسية وقد شهدت الواردات العربية من مجموعات السلع الغذائية الرئيسية تراجعا خلال العام 2010م. وبلغت نسبة الصادرات العربية من مجموعات السلع الغذائية الرئيسية نحو (20%) من إجمالي قيمة الصادرات والوارادت في عامي 2009 و2010م، مقارنة بنحو (18.5%) في عام 2008م، وبذلك بلغت تغطية قيمة الصادرات لقيمة الواردات نحو (25.3%) في عام 2010 مقارنة بنحو (25.7%) في عام 2009م.
وتشير التحليلات الاحصائية لتجارة مجموعة الحبوب والدقيق الي ارتفاع كمية الصادر منها الي نحو (2) مليون طن عام 2010م بنسبة ارتفاع بلغت نحو (35%) عن عام 2009م وشكلت صادرات القمح ودقيقه النسبة الاعلي إذ بلغت نسبة الكميات المصدرة منهما نحو (58%) من إجمالي الصادرات العربية من مجموعة الحبوب حيث ارتفعت الكميات المصدرة من القمح ودقيقه الي نحو (1.2) مليون طن عام 2010م بنسبة ارتفاع بلغت نحو (37%) عما كانت عليه عام 2009م. كما ارتفعت الكميات المصدرة من الذرة الشامية بنسبة (4.5%) عن صادارت عام 2009م إلي نحو (38) آلف طن عام 2010م. وشهدت الكميات المصدرة من الارز انخفاضا نسبيا إلي نحو (621) آلف طن عام 2010م مقارنة بنحو (639) آلف طن عام 2009م.
وفيما يتصل بقيمة الصادرات العربية من مجموعة محاصيل الحبوب خلال الفترة 2008م و2010م، فتشير البيانات إلي أن قيمة معظم سلع هذه المجموعة قد شهدت ارتفاعا ملحوظا ماعدا الذرة الشامية التي انخفضت قيمة صادراتها بنحو (607%) علي الرغم من ارتفاع كمية الصادر منها بنسبة (4.5%).
وتوضح مؤشرات تجارة باقي سلع المجموعات النباتية آن كمية وقيمة الصادر منها قد شهدت انخفاضا خلال الفترة 2008 - 2010م وبمعدلات متفاوتة ماعدا البطاطس وجملة الزيوت النباتية.
وقد انخفضت كميات صادرات مجموعة المنتجات الحيوانية والسمكية بين عامي 2008 - 2010م، فيما عدا صادرات الابقار الحية والاسماك أما الاسماك فقد بلغت الكمبات المصدرة منها نحو (972) الف طن عام 2010م بنسبة ارتفاع بلغت نحو (7%) عن صادرات عام 2009م.
- ارتفاع الواردات
ويشير التقرير الي إرتفاع الواردات العربية وفيما يتصل بواردات السلع الغذائية فقد ارتفعت الواردات العربية من مجموعة الحبوب الغذائية الرئيسية في عام 2010م بحوالي (1.6%) عن عام 2009م جدول (2ـ41)، ويأتي القمح ودقيق في مقدمة هذه السلع حيث شكلت كمية وارداتة نحو (4807%) من جملة الوارادت من مجموعة الحبوب في عام 2010م، بينما ارتفعت الكميات المستوردة من الذرة الشامية الي نحو (1208) مليون طن، والشعير الي نحو (11.2) مليون طن. وفي المقابل ارتفعت قيمة هذة الواردات من مجموعة الحبوب الرئيسية بنسبة ضئيلة بالرغم من استمرار ارتفاع الاسعار العالمية لمعظم الدول العربية المواجهة أزمة الغذاء العالمية مثل تخفيض الرسوم الجمركية وعقد الصفقات والاتفاقيات التجارية.
ارتفعت كميات الواردات العربية من معظم سلع مجموعة السلع الغذائية الرئيسية الاخري خلال عام 2010م مقارنة بعام 2009م حيث ارتفعت كميات البطاطس والسكر بحوالي (609%)، و(1.2%)، و(2.2%)، و(6.9%) علي التوالي.
وقد شهدت قيمة الواردات العربية من الزيوت النباتية والسكر المكرر والبطاطس والبقوليات والخضر في عام 2010م تراجعا عن عام 2009م، بينما ارتفعت قيمة الواردات من الفاكهة بنحو أقل من (1%).
وارتفعت الواردات من مجموعة المنتجات الحيوانية والسمكية في عام 2010 عن عام 2009م بنسب تراوحت بين نحو (1.1%) كما في حالة الالبان ومنتجاتها ونحو (6.3%) كما في اللحوم الحمراء.
أما بالنسبة القيمة الواردات العربية من هذه المجموعات، فقد شهدت ارتفاعا ملحوظا فيما بين عامي 2009م و2010م ماعد قيمة واردات جملة اللحوم، حيث انخفضت قيمتها الي نحو (5) مليارات دولار عام 2010م نتيجة لتراجع قيمة الواردات من اللحوم البيضاء بنسبة (5.1%) بينما شهدت واردات الالبان ومنتجاتها ارتفاعا في قيمتها الي نحو (5.2) مليار دولار بنسبة ارتفاع بلغت نحو (1.8%) عما كانت علية عام 2009م.
ـ الحصول علي الغذاء
ويقول التقرير تمثل إمكانية الحصول علي الغذاء جانب الطلب وتقاس بقدرة الافراد علي تدبير احتياجاتهم من السلع الغذائية وفق إمكاناتهم المادية والعوامل الموثرة علي إمكانات الحصول عليها كأسعار السلع الغذائية،
دخول الافراد، النمو السكاني، ونمو إنتاج الغذاء.
ويؤكد معدو التقرير علي آن الاسعار تؤثر بصورة مباشرة علي إمكانية حصول المستهلك علي الغذاء، وبخاصة عند الفئة ذات الدخل المحدود. وتشير الاحصاءات الي استمرار اتجاه أسعار معظم السلع الغذائية نحو التصاعد علي المستويين العربي والعالمي، فقد تأثرت أسعار السلع الغذائية بالدول العربية بالزيادات التي شهدتها الاسعار العالمية خلال عام 2010م حيث ارتفعت علي المستوي العالمي المتوسطات الشهرية الأسعار الذرة الرفيعة بنحو (42%) والقمح الامريكي الخشن بنحو (49%)، والقمح الامريكي الناعم بنحو (53%) وزيت زهرة الشمس بنحو (50%)، وزيت الفول السوداني بنحو (33%) والسكر الخام بنحو (15%)
- أرقام قياسية
شهدت الارقام القياسية لاسعار السلع الغذائية الرئيسية ارتفاعا كبيرا علي مستوي العالم فقد بلغ الرقم القياسي في مجموعة الحبوب في عام 2010م نحو (165) مقارنة بحوالي (149) في عام 2009م، وفي الزيوت النباتية، والسكر واللحوم والالبان بلغت الارقام (561)، و(285)، (130) و(171) علي التوالي وذلك في عام 2010م.
وعلي مستوي الوطن العربي ارتفعت الارقام القياسية لاسعار معظم السلع الغذائية بين عامي 2009م و2010م نتيجة لارتفاع الاسعار عالميا بسبب نقص المعروض منها كمحصلة للظروف المناخية غير المواتية في بعض مناطق الانتاج الرئيسية، وكذللك لارتفاع الطلب نتيجة للزيادات السكانية المتلاحقة وتغير الانماط الاستهلاكية، ورفع الدول المنتجة للسلع الغذائية الرئيسة الدعم عن الصادرات منها آو حظر التصدير في بعض الحالات.
ولمواجهة الارتفاع في آسعار السلع الغذائية الرئيسية، اتخذت الدول العربية العديد من الاجراءات اشتملت علي الدعم المباشر للمستهلكين والمزارعين، وتوفير مدخلات الانتاج، واعداد وتنفيذ البرامج الخاصة بالامن الغذائي والمشروعات المدرة للدخول، وشبكات الامان الاجتماعي، وتخفيض الضرائب والرسوم علي اسيتراد المواد الغذائية وفرض أو زيادة الضرائب والرسوم علي تصدير السلع الغذائية الرئيسية أو حظر تصديرها.
- دخل الفرد
وعن العامل الثاني المحدد لاتاحة الغذاء آمام المواطن العربي يقول التقرير:
توثر مستويات دخول الافراد علي إمكانية الحصول علي الغذاء وبخاصة لدي الاسر الفقيرة وذات الدخل المنخفض. وتتفاوت الدول العربية في مستويات دخول الافراد فيها حيث يتضح من بيان البنك الدولي لعام 2010م أن مستويات دخول الافراد في دول مجلس التعاون الخليجي وليبيا تعتبر مرتفعة نسبيا حيث يتراوح متوسط دخل الفرد الشهري في تلك الدول بين نحو (6830) دولارات كما في دولة قطر ونحو (1240) دولار فب لبيا ويبلغ نحو (507) دولارات في لبنان، ويتروح بين نحو (226) دولار ونحو (107) دولار في كل من تونس والجزائر، والاردن، والمغرب، وسوريا بينما يقل متوسط دخل الفرد عن (100) دولار في باقي الدول العربية. وعادة ما تخصص الاسر الفقيرة نسباً عالية من دخولها للحصول علي الغذاء، وبالتالي فهي آكثر تاثرآ بتقلبات أسعار السلع الغذائية، فعلي سبيل المثال لا الحصر بلغت النسبة المخصصة من الدخل للحصول علي الغذاء بالمناطق الريفية نحو (35%) بالمغرب، و(25%) في الاردن، و (48%) في سوريا و(49%) في مصر، و(71%) في العراق. ويقدر عدد الفقراء في الوطن العربي بحوالي (35) مليون نسمة وفقا لاحصاءات الامم المتحدة في عام 2005م. وتعتبر فئات الفقراء أكثر تأثراً بالتقلبات في أسعار السلع الغذائية، وأكثر حاجة للدعم وشبكات الامان والبرامج الخاصة بالامن الغذائي.
ويؤكد التقرير العاملين الاخرين المحددين الإمكانية حصول العرب علي غذائهم كما يلي:
- النمو السكاني
بلغ عدد سكان الوطن العربي في عام 2010 نحو (355) مليون نسمة نتيجة لمعدلات النمو السكاني التي تعتبر عالية علي المستوي العالمي، إذ بلغت نحو (2.5%) خلال الفترة 2005 - 2010م، ونحو (2.2%) خلال الفترة 2000 - 2010م، في حين يقدر معدل نمو السكان علي المستوي العالمي بنحو (1.16%) خلال ذات الفترة. ويؤثر نمو السكان علي إمكانية الحصول علي الغذاء عن طريق تأثيره في حجم الطلب علي السلع الغذائية، ففي ظل محدودية المعروض من تلك السلع، فإن زيادة أعداد السكان تعني زيادة الطلب، وبخاصة علي السلع الغذائية الرئيسية مثل: الحبوب، ومصادر الطاقة والبروتينات الحيوانية والنباتية، وهذا بدوره يؤدي الي ارتفاع الاسعار، وبالتالي صعوبة حصول المستهلك عليها.
ويتركز نحو (82%) من سكان الوطن العربي في ثماني دول عربية هي: مصر (22%) والسودان (11.5%)، والجزائر (10%)، والعراق (9.2%)، والمغرب (9%)، والسعودية (7.3%) وسوريا (6.8%)، واليمن (6.4%)، وترتفع النسبة الي (88.8%) باضافة سكان الصومال (3.6%)، وتونس (3%).
أما نمو الانتاج الغذائي فيعني زيادة المعروض من السلع الغذائية، الامر الذي ينعكس ايجابا علي إمكانية الحصول علي الغذاء. وتوضح بيانات تطور الارقام القياسية لقيمة الانتاج الزراعي علي مستوي الوطن العربي والعالم خلال الفترة 2000 ـ 2010م، أن معدل النمو السنوي لقيمة الانتاج الزارعي بلغ نحو (4.1%) علي المستوي العربي ونحو (4.4%) علي المستوي العالمي.
- تكاليف الانتاج
انعكس ارتفاع اسعار المدخلات الزراعية وبخاصة الوقود والاسمدة الكيماوية والمبيدات والعمالة الزراعية في العديد من الدول العربية علي ارتفاع تكاليف انتاج السلع الغذائية خلال الفترة 2008 - 2010م، الامر الذي انعكس في زيادات بنسب أعلي في آسعار السلع الغذائية بالدول العربية. وفي بعض حالات الدول العربية ارتفعت تكاليف انتاج السلع الغذائية لتعدد وتزايد الرسوم التي تحملها المزارع بعد حصاد المحصول.

The Safety of our Food and Drinkسلامة ما ناكل ونشرب



A trip to the supermarket here, in Kurdistan, reveals the selection of dairy products available (1) and, in particular, the range of cartons of milk. The consumer in Kurdistan can chose milk from both the neighbouring states and the small countries of the Gulf, but not locally produced milk, and all are formed from dried cow’s milk that has been mixed with water. Most of these products have ‘Natural Milkحليب طبيعي’ or even ‘100% Natural Milk حليب طبيعي 100%’ written on them yet in the process of drying fresh milk some of the nutrients such as vitamin C, vitamin B12 and thiamine are lost and the reconstituted product does not contain these therefore as the product was made from powdered milk it is not the same as the milk that came from the cow’s udder..

   I purchase milk from the Almarai Company as its cartons carry the greatest amount of information regarding the contents. The carton clearly carries the information that the milk has been made from powdered milk and then there is some information as to the main nutrient composition of the product as shown in the picture. The presence of Vitamin D indicates that the milk has been fortified with this vitamin, (vitamin D has been added). Finally there is a list of ingredients including the additives (E numbers) that have been used to make the final mixture similar in taste and texture to fresh cow’s milk but the first ingredient given is fresh cow’s milk. So the milk in the carton was made from cow’s milk powder, which is not on the list of ingredients, but fresh cow’s milk is on the list. So one is left to wonder how much fresh milk, 1%, 10% or 90%, and how much dry milk powder was used in producing the contents of the carton (2 & 3). This is a question that should be looked into by the Ministries of Trade and Food Quality Agencies in both Baghdad and Erbil

While there is some lack of clarity of information on the Almarai carton it does state the milk is made from powdered milk and that no preservatives are used. Other brands of milk on the market do not carry this type of information and indeed the packaging often indicates that the contents are ‘natural milk’ which can be misleading to the consumer.

I have frequently raised my concerns over the lack of food safety regulations and monitoring in Iraq and Kurdistan. We are all too ready to take for granted that food safety checks are done at the place of origin of the food, wherever in the world that might be, and so put ourselves at risk. The Ministry of Trade should make sure of the origin, contents and safety standards of all food entering the country. The various milk products in the supermarkets should be tested to determine the exact contents, is it fresh or reconstituted milk, what are the nutrient contents, are the contents free of pathogenic bacteria, is the storage of the product correct etc. We should not accept the products at face value. The Lebanon has a dedicated food safety and standards authority to maintain checks on all food products produced within the country or imported yet here we are prepared to rely on foreign companies. The attached advert(4) that has been published for many weeks in Iraqi newspapers tells food importers that they should now have their imports checked by the SGS company instead of Bureau Verits, both being foreign companies. If a small country like Lebanon has the facilities and organisation to regulate and monitor food safety and, in addition, have a union for its food safety scientists then surely Iraq can do the same if not better. Iraq had its first modren agricultural college over 60 years ago and we have a dozen veterinary colleges so, in other words, we have a wealth of trained people who could be utilised in the much needed food safety agency.

If we do not take responsibility for food safety there could be disastrous consequences. China has a bad record on food safety and many people were made ill and children died from drinking milk that had been contaminated with melamine. The result of this is that many Chinese buy milk literally direct from the udder as shown below(5&6). The consumer pays for the milk that he/she witnesses being milked from the goat, therefore ensuring their children have fresh milk.

It is time that we took steps to control what food products are offered for sale in the country and set up an independent government body to ensure that all local and imported food and drink reaches accepted standards and thereby safeguard the health of the nation. The system will generate an income from fees to producers and importers who are obviously profiting from selling their goods and should pay for the service.

A Strategy for Self-Sufficiency of the Essential Animal and Plant Products in the Kurdistan Region of Iraq

Everyone has the right to work, and to a standard of living adequate for the health and well-being of himself and of his family including food, clothing, housing, and medical care etc… (Article 23-25 of UN Universal Declaration of Human Rights, 1948). Thus, it is the duty and moral obligation of every country to strive to achieve these essential human needs. The industrial countries can afford to import some of the agricultural products in exchange for its exports of industrial commodities. However, the developing world with limited industrial products cannot afford to import food to feed its population except for those endowed with fossil fuel and mineral resources which are nonrenewable, hence subject to depletion on a long run. Therefore, the developing countries should have long- term strategic plans for plant and animal products to feed their populations adequately with well balanced healthy diets and plan for the future of many foreseeable generations.

The Kurdistan Region of Iraq is currently resourceful in fossil fuel and mineral deposits but it should not rely on imports of major agricultural products. There is a definite need for long- term strategic planning for agriculture to adequately supply its population with all types of food. That should include fruits, vegetables, three major groups of crops (legumes, oils, and cereals), and diverse animal products (honey, fish, poultry for eggs and white meat, and cattle; sheep; and goats for red meat; and milk and its products) that should include indigenous species and varieties in addition to adapting new plants and new animals to fill any gap in the nutrition of the population. Embarking on such a long- term planning concerted efforts are needed from scientists and experts of Kurdistan Region in all sectors of agriculture to execute a long- term ambitious plan otherwise the security of the Free Autonomous Kurdistan Region would lie at stake.

As an agronomist I foresee great potentials in increasing crop yields through optimum use of water, fertilizers, pesticides, and certified seeds of well chosen varieties of various crops and fruit trees combined with their proper management. Fortunately most soils of Kurdistan Region have adequate natural drainage, thus are not threatened by salt accumulation to the extent of becoming saline soils. Comparing such soils with those in the middle and southern Iraq where soil salinity is still number one problem facing agriculture. Moreover, water resources in the Kurdistan Region are relatively abundant. Considering these two factors together along with adequate human resources there exist great potential for a diversified modern agriculture to flourish over the entire landscape of Kurdistan Region. Let it be 21 Century Green Revolution portrayed on the plains, hills, valleys, and mountains of the Kurdistan Region.

There is great emphasis on applying inputs in the right amounts, at the right times, and right places where precision agriculture seems to offer a natural solution to these problems facing farmers in the developing countries.  The developing nations use 60 to 70% of the world’s fertilizers yet farmers in these countries often do not know the exact nutrient status of their soils. Global nitrogen use efficiency runs around 40%, and water use definitely needs optimization especially in many counties in Asia and Africa where drought is alarmingly expanding.  Most importantly, many countries are struggling with low, stagnating, or even declining crop yields, something that precision agriculture technology can promise to boost.

What seems clear-cut in theory can be profoundly tricky in reality, as Professor Raj Khosla at Colorado State University began to realize five years ago.  Khosla admits that precision agriculture in the United States, Europe, and Australia is carried out in fields that are 4.0 to 40.0- hectares in area, whereas farms in China, India, and many other countries in Asia and Africa are often 2.0- hectares or even less in size.  Furthermore, conventional precision farming requires mechanization, big equipment, and sophisticated technology-tools that are far beyond the reach of smallholder farmers.

Nonetheless, research in precision agriculture is expanding in the developing world today.  Thanks to pioneering task at the International Rice Research Institute (IRRI) as well as scientists like Khosla, who joined the international effort more recently.  The first symposium of the new ASA Precision Agriculture System Community held during last year’s (2011) ASA, CSSA, and SSSA Annual Meetings in San Antonio, California included some papers with a global focus.  Few years earlier, Khosla helped launch the International Society of Precision Agriculture to promote the emerging science.  And his research  with coworkers in China, Colorado, and India convinced him that “precision agriculture can be practiced on most fields, most farms, and most places on this planet”  he said,” but that it can also deliver on its promise to improve profitability, increase yields, and foster food security worldwide”.
“I’m not proposing that precision ag is the only solution,” Khosla said in a talk at the Annual Meeting last fall.  “But I’m a strong believer that it’s part of the solution.”

Other scientists are not so sure.  But even those who agree know that introducing this technology to the poorest, least developed countries means following uncertain path.
According to Bruce Erickson, a Purdue University Precision Farming Expert and ASA’s Agronomic Education Manager “you have to completely reset your thinking about what precision agriculture is on a farm”,

Relatively New Discipline
Precision agriculture is still relatively new even in the United States.  Its modern application really  began in the 1990’s when global positioning system (GPS) first became available for civilian use.  Once this occurred, GPS technology for farm equipment rapidly emerged, allowing farmers to map their fields in great details and apply inputs in precise quantities and locations using variable rate technology (VRT).  Soon after that, yield monitors linked to GPS began to show wide variability within individual farms while light bars and autoguidance helped farmers steer their equipment precisely thus minimize overlapping applications of expensive seed, fertilizers, and pesticides. Sensors have been developed most recently to rapidly assess the nutrient levels in soils and plants.

Khosla pointed out that these high –tech advances, precision agriculture has become synonymous with modern technology and large operations in many people’s minds.  However, the basic principles are actually independent of both technology and scale and go back decades according to Khosla.  What precision agriculture is really about is simply site specific farming.  The concept that natural variability in soils, microclimates, plants, and other factors will respond better to customized, location–specific management than to treat every part of a field the same way.  And by tailoring inputs of seeds, fertilizers, pesticides, and water to the specific conditions within their fields, farmers can reduce costs, improve profitability, and increase yields.
 According to the Purdue University Agricultural-Economist Jess Lowenberg-DeBoer, scientists conducting research in the developing countries have focused on this broader concept of precision agriculture for an important reason. He stated that when farmers are illiterate, lack capital resources, and cultivate fields of only 0.50-1.0-hectare by hand, the wholesale transfer of North American precision technologies won’t succeed. For example in Niger, West Africa where Lowenberg Deboer has worked extensively, the most advanced farmers” were the ones who were using bullocks or donkeys rather than doing everything by hand”  And how do you put GPS on your bullock?”

Applying New Technology to Local Conditions
According to Newell Kitchen, a USDA-ARS Soil Scientist, technology is a crucial part of the solution; after all, advances like GPS are what made precision agriculture practical for farmers in the first place.  Therefore, the point is not to disregard existing technologies completely, but to adapt them to the farming practices, economic conditions and culture of each country. “With the technology at hand, we tend to ask, well, what can we do with this? So it becomes very exploratory.”

For example, farmers in Africa and most Asia in general lack even the most basic information about the fertility of their fields.  However, pulling soil cores and sending them to a laboratory for analysis is not an option because laboratory facilities do not exist.  One solution to the problem, said Lowenberg-DeBoen, would be to provide local agro-dealers or extension offices with battery operated, table-top soil testers, to which farmers could bring a composite soil sample  and get a sheet of simple nutrient recommendations in return.  Another would be to use field sensors, such as plant chlorophyll (or related parameters) to estimate nitrogen status of any given location.
The work of Kitchen and others has shown that when tractor-mounted chlorophyll sensors are used to guide application of nitrogen fertilizer during the growing season, nitrogen use efficiency can increase up to 60%.  The cost of the sensors at $10,000 is a real drawback, and they may not return enough to make the investment worth it, even for some US farmers.  Few years ago, researcher at Oklahoma State University decided to invent a more affordable version.  They came up with a handheld device called “the Pocket Sensor” which has only an operating button, a display window for the readings, and two leveling tools-a length of a string and a bubble level-for keeping the sensor at the right height and angle above the crop.  Its use is very simple.  An operator holds the sensor over a row of plants and takes readings as he or she walks along.

The design may be minimal, but the Pocket Sensor seems to perform as well as more expensive sophisticated technology. Jared Crain a graduate student of Plant and Soil Science at Oklahoma State University worked in Mexico with researchers of International Maize and Wheat Improvement Center, CIMMYT( acronym in Spanish), in 2010 and 2011,  and found high correlations between measurements taken with the Pocket Sensor and a commercial sensor, the Green Seeker, in both wheat and corn fields.  The results supported well the group’s ultimate goal, which is getting the technology into the hands of people worldwide to improve nitrogen efficiency.   A smallholder farmer can identify field locations where the soil or vegetation looks different, and could take sensor readings of each zone and make a map showing where to add nitrogen in small, medium, and large amounts i.e. according to the soil nutrient requirement of each location.  “If this does not sound terribly precise, it is definitely a step up from what many farmers do now”, Kitchen said which is to apply fertilizer indiscriminately across their fields.

Precision Leveling Leads to:  Increased Yields, Conserved Water
Khosla, meanwhile, was working with researcher in India on nutrient and water efficiency.  Many fields across the country are flood-irrigated, he explained; when irrigation water is available in canals, farmers simply open the flood gates and let water run across the land.  However, the fields are so uneven that certain areas become waterlogged while others drain too rapidly leading in both cases to wasted water and nutrients and reduced grain yields.  Assuming that precision farming techniques might improve the conditions, Khosa and other scientists from CIMMYT and IRRI conducted a study at an experimental farm on the Indo-Gangetic Plains of India, where irrigation and other uses are currently depleting groundwater by 13 to 17 km3 a year.  The method they used was precision laser leveling.  In this approach, a laser beam is shot across a field, giving farmers a stable reference point to use as they level out bumps and valleys in the land.  In this study laser leveling combined with another technique for increasing water use efficiency, raised-bed planting, and produced an average of 17% increase of grain than traditional farming practices.  Moreover, the new practice led to 50% savings in irrigation water, with laser alone reducing water use by one third.  That is due to water distribution more evenly.  The practice resulted in good seed germination and crop development even with less overall irrigation water.

Khosla was so pleased with the results of joint work that he persuaded his collaborators at the Delhi-based  company Tata Chemicals to conduct an on-farm study with two objectives: to repeat the findings and demonstrate a model for offering agriculture services to Indian farmers.  In 2011, the company collaborated with a wheat grower in north-western Uttar Pradesh to laser-level his farms, apply balanced fertilization based on few soil tests, and schedule irrigation at the right times.   Khosla reported that the farmer produced 2.0 tons of wheat per hectare before these interventions and afterward, the yield jumped nearly 200% to 5.6 tons per hectare.   Khosla stated that the farmer was so excited that he applied for a micro-loan, bought his own precision leveler, and began offering precision leveling as a service to others.

Leveraging Mobile Phone Technology
Most farmers in the developing world do not own yield monitors or GPS systems, but they often have mobile phones.  In Africa, for example, “it is surprising: said Jess Lowenberg-DeBoen with ties to Niger, West Africa.  “People who you think don’t have enough to eat have cell phones”

As an outcome, agriculture scientists and public health officials have been brainstorming means to leverage the technology; for example, to warn farmers about storm’s approach or swarming locusts or to gather health information from people in remote areas.  But in one area, at least, ideas like these are giving tangible solutions, thanks to work of the Philippines-based International Rice Research Center (IRRI).
For more than a decade, a team led by IRRI deputy director general for research Achim Doberman has been investigating ways to introduce precision agriculture techniques to small farms in Asia, where 90% of the world’s rice is grown.  The solution they found and tested widely is called “site –specific nutrient management (SSNM)”, a simple form of precision agriculture that adapts nitrogen application to local farm conditions and balances them with phosphorus and potassium inputs.  In several studies, Doberman and his team demonstrated SSNM’S capacity to increase yields, nutrient use efficiency, and profits.  The next hurdle arose:  Bringing SSNM to Asian smallholder farmers.   The IRRI senior scientist Roland Buresh at the ASA, CSSA, and SSSA Annual Meeting last fall described how the group first tried to disseminate SSNM recommendation in print form.  However, the materials quickly became too complex, due to the diversity in farm practices and conditions that required to be accounted for.  Three years ago, the team developed a software program that asks farmers nearly a dozen questions, makes some computations, and then delivers tailored nutrient management practice.  After distributing it on CD for a time, they offered the program via web, smart phone, and regular mobile phones.

Farmers in Philippines can access it with a simple mobile phone, for instance, by calling a toll free number that connects them to an interactive voice response system supplied by Philippines Telecomm Company.  Once they press the appropriate buttons to answer questions about their farm practices:  the rice variety they plant, how they manage crop residues, then the information travels to a cloud-based server.  Then SSNM computations are performed, and the recommendations travel back as a text message in minutes to the farmers.

The system now is used across the Philippines and would be used soon in Indonesia, Bangladesh, parts of India and China, and West Africa.  Meantime, the team is taking the next step:  building a broader “crop manager” system that will provide nutrient recommendation, also advice on land preparation, weed control and other management topics, as well as access to credit, insurance, and other financial advices.

Buresh said” We started with fertilizers because fertilizers account for about 20% of the input costs for rice farmers, but rice farmers need more than just fertilizer advice”.
  Big-Farm Technologies Will Continue to Play Important Roles
It is very encouraging to see how other precision farming techniques are now reaching large number of smallholder farmers across Asia and Africa.  Still, if these practices are actually going to help alleviate hunger in the world, the large, mechanized farms that also exist in some developing nations could not be ignored, cautions Erickson.  In both Brazil and Argentina, farms can exceed North American farms in size, thus, generating economies that make purchasing big equipment and sophisticated technology both feasible and profitable.  Yield mapping, for example, which requires installing both GPS systems and yield monitors on combines is quite popular with some farmers in these countries, Erickson said.  Because labor is so cheap, he explains, the land-owning “farmer’ is often not the one who works the land, and thus relies heavily on data to track farm conditions and output.

“So, precision farming applications will come a lot quicker on these bigger, more mechanized farms,” Erickson said” There ‘s just a more natural fit, and there’s still quite a bit of room to grow, even now”
Wherever precision farming takes place, it will need all the normal supports to flourish:  networks of agriculture retailers and service providers, training opportunities, industry backing, and money.  But the more immediate need, emphasized by scientists like Khosla, is more people who are willing to engage in what can be challenging research efforts.

According to Khosla even when a technology proves valuable, an often forgotten link is integrating it into the existing farming methods and means of doing business of different countries.  Erickson stated “it takes people to implement new farming practices”.

Extent of Variability on Smallholder Farms
Khosla stated that “on a more basic level, many scientists remain skeptical that enough variability exists in small fields to try precision agriculture in the first place.”  However, data is rapidly mounting that show otherwise.  In a study in China that Khosla participated, for instance, winter wheat yields ranged from less than 2.0- tons per hectare to more than 5.0 -tons per hectare, even though farm fields were just 1.5- 7.0- hectares in size.  Kitchen observed the same thing in Korea.  “ Some of the results I have seen suggest that the range of variability in rice yields in their small fields is not too unlike the range we have in our grain crop yields in the U.S.” , he said, “even though our fields are in the order of 50 to 100 times larger.”

Making smallholder farmers to recognize this variability is key not only to helping them achieve higher yields and profitability, but to become better managers of the environment as well.  As of now the world’s two biggest users of fertilizer are farmers of China and India who have little way of knowing where and when they have met crops need or where and when excess fertilizers are polluting the environment.
 The recognition that the variability that exists on the surface of the globe is oftentimes just as great within one field as it is between fields that are hundred miles apart.  And such knowledge of how this variability is portrayed on the landscape is extremely valuable for best ways to manage the landscape.

I told you yesterday that I would send you an important article about agriculture. The article deals with the current state of the art worldwide on application of precision agriculture and its role in both the highly industrialized world as well as in the developing world where we are now more concerned to increase crop yields, conserve water, increase the efficiency of fertilizers and pesticide use, and profitability.
I strongly believe that the Kurdistan Region of Iraq needs long term planning and investment in agriculture for self- sufficiency in the strategic and essential plant and animal products in order to meet the demand of its current population and of the foreseeable generations to come. Some of the policy makers of KRG may believe in leaving the agriculture sector entirely to the private sector. However, even in the USA where market economy is the name of the game, both the Federal and State Governments participate in planning the long term objective of self -sufficiency in agricultural products as well as the production of surplus for exports. Therefore, KRG should strive to achieve self-sufficiency in all the essential plant and animal products for its population otherwise its very existence as an autonomous state will be at stake.

The group consisted of Dr Mohammed, he was a  soil scientist working with the Libyan agriculture research institute in Tripoli, Dr Jamal Fuoad a wheat production specialist who used to work with the FAO(UN) in Libya, the late Dr Kamal Khowashnaw who  was an expert working with a Yugoslave agriculture company and myself an Asst. Prof in Tripoli University. Even then we had our dreams for Kurdistan Agriculture and yet 38 years down the road I do not think any of our hopes have been realised but rather that things are now worse. The next  and the current generations of agriculturists and veterinarians will need to work hard as agriculture and food security are no less important than our national security.

Farmlandgrabbe- 7- الاستعمار الجديد الزراعي والامن الغذائي


يوجد على هذا الموقع ستة حلقات حول الاستعمار الجديد الزراعي  والامـن الغذائــــــــــــي وقد نشرت باللغات الكردية والعربية والانكليزية في كتيب تم نشره وطبعه مرتين في السليمانيه والموضوع ادناه هو مكمل لما نشر سابقا.
   لقد تم تسجيل 416 حالة استحواذ على اراضي زراعية شاسعة  منذ 2006 ولحد الان  Grain في اخر احصائية من من قبل من قبل دول ومستثمرين اجانب وبحجة انتاج الغذاء. فقد تم الاستحواذ على 35  مليون هكتار من قبل  66 دولة  (هكتار يساوي  10000مترمربع)  , وقد قامت المنظمة المهتمة بالامن الغذائي العالمي للحصول على معلومات كاملة حول 298 حالة استحواذ على اراضي زراعية شاسعة في العالم ومنها دول عربيه.
افريقيا كانت على راس قائمة الدول المستحوذ على اراضيها وتبعتها كل من امريكا اللاتينية واسيا ودول اوربا الشرقية.
الصين والهند تعتبران من اكبر الدول التي تستحوذ على اراضي زراعية لدول اخرى من ثم تتبعها امريكا حيث سجلت 41 حالة استحواذ منذ 2006 ولحد الان وفي نفس الفترة قد سجلت كل من الامارات العربية والسعودية معا 39 حالة استحواذ على اراضي زراعية .اما الاستحواذات التي تقل عن2000 هكتارفلم تذكر في القائمة وهناك الكثير منها في الدول العربية .
 والجداول ادناه تبين ما استحوذ من اراضي زراعية من قبل الدول العربيه فقط وتحتوي   هذه الجداول على معلومات عن الجهة الممولة ومساحة اراضي بالهكتارات والغرض من الاستحواذ والكلفة بملايين الدولارات.
GRAIN is making available a new data set documenting 416 recent, large-scale land grabs by foreign investors for the production of food crops. The cases cover nearly 35 million hectares of land in 66 countries.
This is not an exhaustive list of all land deals. We only focus on those deals that:
  • were initiated after 2006,
  • have not been cancelled,
  • involve large areas of land,
  • are led by foreign investors, and
  • are for the production of food crops.
Deals for sugar cane and palm oil production were included but not those for crops like jatropha or cotton.
The collection of deals provides a stark snapshot of how agribusiness has been rapidly expanding across the globe since the food and financial crises of 2008 and how this is taking food production out of the hands of farmers and local communities.
It confirms that Africa is the primary target of the land grabs, but it also underlines the importance of Latin America, Asia and Eastern Europe, demonstrating that this is a global phenomenon.
The data set also paints a clear picture of who the land grabbers are. While most of the 298 land grabbers documented are from the agribusiness sector, financial companies and sovereign wealth funds are responsible for about a third of the deals. And on many occasions there is overlap. For instance, the data set shows how Cargill, one of the world's largest agribusiness companies, has been acquiring hundreds of thousands of hectares of farmland through its hedge fund Black River Asset Management.
European and Asian based investors account for about two thirds of the land grabs within the data set. China and India are major sources of land grabbers, as are the UK and Germany. But the UK, much like Singapore and Mauritius, serves as a tax haven for land grabbers, and often the true operating bases of the companies reside elsewhere. Other major centres of land grabbers are the US, which tops the list at 41 cases, and the UAE and Saudi Arabia with 39 combined.

ألماعز الجبلي مهدد بخطر الانقراض في كوردستان

دعت منظمة كوردستان لحماية الحيوان الى حماية الماعز الذي يعيش في جبال كوردستان العراق منذ الاف السنين من خطر الأنقراض

رئيس المنظمة سليمان تمر اوضح في حديث اجرته معه اذاعة العراق الحر ان اعداد الماعز الجبلي المعروف بـ"المرعز" في انخفاض مستمر وقد ينقرض خلال السنوات القريبة المقبلة في حال لم يتم احتواء الموقف.واضاف تمر "الإحصائيات التي أجريناها حول أعداد الماعز الجبلي في دهوك اظهرت ان عددها وصل الى 4 آلاف رأس في العام بعد ان كان اكثر من 10آلآف في عام 2007 ، وهذا الانخفاض مستمر يوما بعد آخر"

وعن أسباب انخفاض عدد الماعز الجبلي قال سليمان تمر "ان هذا النوع من الماعز مشهور بجودة لحمه وحليبه، لذا يقبل عليها المواطنون، كما ان صوفه يدخل في صناعة انواع خاصة من الازياء الكوردية الشعبية التي تسمى بالمرز، وقد لاحظنا اقبال المواطنين على شراء هذه الملابس خلال السنوات ألأخيرة وخاصة الشباب، الأمر الذي جعل ذبح هذه الحيوانات كثيرا". واوضح تمر ان منظمة كوردستان لحماية الحيوان اقترحت بان يكون الماعز الجبلي حيوان هذا العام، وان يتم تسليط الضوء عليه اعلاميا، ودعا الحكومة الى "منع الذبح العشوائي للماعز الجبلي، ومساعدة الفلاحين ومربي الماشية بمنحهم القروض اللازمة لتربية هذا النوع من الماعز

وأكد الدكتور ديار طيب مدير بيطرة دهوك ان المديرية اقترحت استحداث مشروع خاص بتربية الماعز الجبلي تشترك فيه كل من كلية الزراعة، وكلية البيطرة، ومديرية الزراعة في دهوك، وذلك بهدف زيادة إعداد هذا النوع من الماعز باعتباره ثروة قومية واقتصادية في الوقت ذاته.

يذكر ان الماعز الجبلي (المرعز) يعد من الحيوانات المميزة في محافظة دهوك، ويتم تربيته في مناطق اخرى من العراق، ويدخل صوفها في صناعة ازياء وملابس شعبية مختلفة

Schmallenberg livestock virus hits 74 farms in England


A disease which has caused birth defects and miscarriages in livestock has been found on 74 farms in England.

The Schmallenberg infection has been diagnosed five times in cattle and 69 times in sheep, Defra, The Department for Environment, Food and Rural Affairs ,UK officials said.

But the National Farmers' Union warned cases of the virus, which first emerged in the Netherlands and Germany last year, were being "under-reported".

Humans are thought to be unaffected by the virus, which is thought to be spread by midges, mosquitoes and ticks.

In England, the disease has now been identified on the Isle of Wight and in Wiltshire, West Berkshire and Gloucestershire.

This is in addition to farms in Norfolk, Suffolk, Essex, Kent, East and West Sussex, Hertfordshire, Surrey, Hampshire and Cornwall, which have previously identified cases.

The Department for Environment, Food and Rural Affairs said it suspected livestock may have got the virus from infected midges blown across the Channel from affected areas in Europe.

'An unknown'

None of the affected farms have imported animals during 2011 from the affected areas in mainland Europe.
The impact of the disease on the UK sheep flock should become clear over the next two weeks as the lambing season reaches its peak.
The UK's chief veterinary officer, Nigel Gibbens, said farmers and vets had been "very good about reporting the disease".
Defra had received 150 reports of the virus but only 74 of those had proven positive, he said.
"Farmers are rightly concerned but no there is no panic at all," he told the BBC News Channel.

Peter Kendall, president the NFU, told the BBC News Channel that some farms had reported losses of up to a quarter of their lambs.
East Sussex farmer Frank Langrish, an NFU spokesman, warned there was "huge under-reporting" of cases of the virus. "We had a meeting last week about the virus and all the farmers there had seen cases but only about one in five had actually bothered to report it," he said."The number of cases the Animal Health and Veterinary Laboratories Agency (is reporting) are way under what is happening on the ground."
Ian Johnson, spokesman for the south-west England branch of the National Farmers' Union, said farmers were worried about the disease."Nobody knows much about the virus and nobody knows the extent to which it may have spread," he said. "That will manifest at peak lambing time in March and April."
He said the risk should be kept in context - last year in south-west England 25,000 cattle had to be slaughtered because of Bovine TB, he said, while so far less than 100 cases of Schmallenberg have been reported.

'Slowly creeping'
But he added "the problem is, it's an unknown", and went on: "Potentially, it could be extremely serious depending on how widespread it is."

Mr Johnson urged farmers who suspect their livestock might be affected to report it despite the virus not being classified as a "notifiable disease"."We need to keep farmers aware and keep them reporting it so that we can see the extent of it," he said.

David Willison, who keeps sheep and Jersey cattle at Cinderbarrow Farm in Cumbria, told BBC Radio 4's Farming Today programme he was concerned about the virus and was waiting to see what would happen, despite his farm being in north-west England, far from the farms where the virus has been reported. He said the fact that the disease was new made it difficult to predict its spread, adding that the latest information suggested the virus was "slowly creeping" further north in the country.

Phil Stocker, chief executive of the National Sheep Association, said there was currently no compensation for farmers whose animals suffer from the disease.

Since it was a relatively new affliction, they would not be insured against it, making it a "direct hit" on the farmer's pocket, he said. David Willison, farmer

The easiest way of telling if you've got it is if you start getting defected lambs - one with bad joints or stillborn, sheep off colour. If you saw them you would have to ring the relevant department and report it.  It is very difficult to do a lot when everybody is learning. There are no guidelines to work with based on what has been done in previous events.

Everybody just has just got to do what they can. It's the not knowing. It's the waiting and wondering. And if you find a lamb that is deformed you would be wondering whether the disease has come or not.
Like any animal, you do get deformities - odd problems - a small percentage of time so you would also be looking to see if it was something you had seen before or something new.

Mr Stocker said that if livestock numbers fell steeply, the dynamics of supply and demand could mean that the price of lamb could rise for shoppers.

A Defra spokesman said: "As everyone connected with the livestock industry has been expecting, the number of cases of Schmallenberg has increased as lambing and calving begin to gather pace.

"As farmers, vets, and governments continue to gather information about the progress and effects of this disease, it's vital that farmers continue to report any suspicions they have as soon as possible.

"The European Centre for Disease Prevention and Control says it is unlikely Schmallenberg virus would cause disease in humans."

Professor Peter Mertens, of the Institute for Animal Health, said the production of a vaccine to combat the disease was "a couple of years away" if normal rules were followed.

"But there are shortcuts which wouldn't reduce the safety of a vaccine but would allow a vaccine to come to the market in perhaps six months, without rigorously checking that it achieved all of the efficacy milestones that perhaps would be normally needed," he told the BBC News Channel.

KURDISTAN’S SOYA BEAN PRODUCTION: COMMENT FROM DR. JAMAL FUAD

Dr. Jamal Fuad is a retired World Bank agricultural adviser and ex-Minister of Agriculture in Kurdistan. He is a staunch supporter of the introduction of soya bean production to Kurdistan’s agriculture and has constantly worked towards this goal. The following letter is a personal communication to me but I am putting it here as the comments it contains refer to the suitability of our agricultural land to soya and the value of the crop to our efforts in improving food security.

 Dear Talib,

That is a very important first step. This must be followed by a processing system that is needed to crush the seeds and for use as feed to animals(and poultry). I am sure Soyabeans will fit very well in the plains of Erbil and also Sharazoor, Halabja, Rania, Duhok and Zakho. Planting information would be needed to accustom farmers to the needs of soybean production such as spacing, fertilizer needs, and most important harvesting machines since this crop is like green beans that needs to be picked, and without harvesting machines its production becomes very expensive if it is done with labor. It is also important to have some sent to a place outside Iraq to learn production and processing requirements of the crop.

Here is a picture of the first of 5 soyabean planters being loading on to a container to be sent to Kurdistan.
Hopefully, this equipment will plant 1000's of Donums of soyabeans in Kurdistan. This is a very exciting time for all those who are working towards revitalizing our agriculture. Soya is an important element in achieving our goal of some degree of food security in Kurdistan, and indeed in Iraq as a whole.

 I applaud Dr Salah Bakir , Karwan and SALT International for their continued commitment, which they have maintained against all the odds. A most welcome start  to 2012.

Below are tables showing the recorded rainfall (and  snow) in Kurdistan during this season2012-2011) ).The records are up to February 1st, 2012 and the rainfall, for the same period last year(2010-2011) is also shown. Each of the 81stations in the region are named allowing comparison of the rainfall in each named area.
